The godfather of Russia’s military intervention in Syria is Yevgeny Primakov, a former prime minister and intelligence chief and for decades his nation’s leading Arabist. A hint of Primakov’s influence on Russian President Vladimir Putin came in the unusual eulogy that Putin delivered at his friend’s funeral in Moscow four months ago.

More than two decades of U.S.-Russian cooperation to keep potential nuclear bomb material out of terrorist hands largely came to an end last month, as The Boston Globe reported Monday. Although the dangers have not gone away, Russia is no longer interested in working on most nuclear security projects with the United States— yet another victim of increasing tension between the two countries. The discussion, which involved experts from around the world, focused on overcoming challenges to nuclear security cooperation and ensuring that countries put in place effective and sustainable nuclear security measures with strong security culture.

Through structured interviews and a literature review, we assess which approaches to protection against insider thefts in the casino and pharmaceutical industries could be usefully applied to strengthen protections against insider theft in the nuclear industry, where insider thefts could have very high consequences.
