Russia and America: Stumbling to War

In the United States and Europe, many believe that the best way to prevent Russia’s resumption of its historic imperial mission is to assure the independence of Ukraine. They insist that the West must do whatever is required to stop the Kremlin from establishing direct or indirect control over that country. Otherwise, they foresee Russia reassembling the former Soviet empire and threatening all of Europe. Conversely, in Russia, many claim that while Russia is willing to recognize Ukraine’s sovereignty and territorial integrity (with the exception of Crimea), Moscow will demand no less than any other great power would on its border. Security on its western frontier requires a special relationship with Ukraine and a degree of deference expected in major powers’ spheres of influence. More specifically, Russia’s establishment sentiment holds that the country can never be secure if Ukraine joins NATO or becomes a part of a hostile Euro-Atlantic community. From their perspective, this makes Ukraine’s nonadversarial status a nonnegotiable demand for any Russia powerful enough to defend its national-security interests.

Back in the USSR: Past Russian Policies Provide Mr. Putin’s Playbook in Ukraine

Since Russia’s intervention in Ukraine and Crimea, much attention has been focused on the 1994 Budapest Memorandum, which provided Ukraine with security assurances in return for Kyiv signing the Nuclear Non-Proliferation Treaty (NPT) and giving up the nuclear arsenal it inherited from the collapse of the USSR. Twenty years ago––before that memorandum was signed by the Russian Federation, the United States and the United Kingdom––Ukraine and Crimea were also plunged into a state of turmoil. The Russian government of President Boris Yeltsin put economic, security and territorial pressure on Kyiv to press Moscow’s advantage in a series of disputes about Ukraine’s nuclear arsenal and the Russian Black Sea Fleet in Sevastopol and other Crimean peninsula ports.

Culture of China's Mediation in Regional and International Affairs

Currently there seems to be an increasing interest in and demand for China's mediation in resolving conflict. To certain extent, such a phenomenon is associated with China's re-emerging power. But more importantly, it is probably the style and skills of China's mediation that matter, which represents the emerging of a unique mediation culture, with China being its messenger. The paper examines key elements of such a mediation culture, using examples of China's mediation in regional and international affairs. The shaping of such a culture offers good lessons for mediators around the world who strive for effective conflict resolution.

Reducing Nuclear and Radiological Terrorism Threats

Urgent actions are needed to prevent a nuclear or radiological 9/11.  Terrorists are actively seeking nuclear weapons and Radiological Dispersal Devices (RDDs) and the materials to make them.  There are scores of sites where the essential ingredients of nuclear weapons exist, in dozens of countries worldwide.  There are thousands of sites worldwide where radiological materials exist.  Many of these sites are not sufficiently secured to defeat the kinds of threats that terrorists and criminals have demonstrated they can pose.  A dangerous gap remains between the urgency of the threat of nuclear and radiological terrorism and the scope and pace of the U.S. and world response.  While the gap has narrowed significantly in recent years, much more needs to be done.  This paper describes the nuclear and radiological terrorism threats, analyzes the actions taken so far to address these threats, and recommends further actions going forward.

International Atomic Energy Agency director Mohammed ElBaradei has called for a “five-year moratorium” on all new uranium enrichment and plutonium reprocessing capabilities. His proposal should become a rallying point for everyone committed to preserving the non-proliferation regime. Though rejected initially by both Iran and the United States, this proposal should be resurrected by Germany and others.

"CSIA's research on cooperative denuclearization began during the August 1991 putsch against Mikhail Gorbachev. To those of us familiar with nuclear weapons, their construction, and command and control, and with the looming revolution about to sweep the then–Soviet Union, it was plain that a new and unprecedented danger to international security was emerging. An appropriate policy response to this new form of nuclear threat could not be fashioned from traditional Cold War tools of deterrence, arms control, and military preparedness alone. Safety could only be sought through new policies emphasizing cooperative engagement with the new states, new leaders, and military and industrial heirs of the former Soviet Union...."
