Nuclear Issues

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

"In the dark days at the turn of the year, all but a few bits of U.S.-Russian cooperation to strengthen nuclear security in Russia came to a halt.  No longer, for now at least, will U.S. experts work with counterparts at major Russian nuclear facilities to implement better means to prevent insiders from stealing fissile material, or to improve accounting, so a theft would be quickly detected..."

Last fall, experts from around the world gathered to identify ways to strengthen nuclear security cooperation between the United States and Russia and the United States and China. In this Policy Brief, Nickolas Roth summarizes that conversation and provides policy recommendations based on it.

On September 26, 2014, Matthew Bunn presented "Nuclear Security in Russia – and Current State of Cooperation" at the Harvard Workshop on Nuclear Security at the U.S. Institute for Peace.

Speaking at West Point last month, President Obama warned that “if nuclear materials are not secure, that poses a danger to American citizens.” Contrarily, recently proposed budget cuts could hamper work being done to ensure nuclear material never falls into the wrong hands. In his National Interest op-ed, Matthew Bunn makes the case that preventing nuclear danger should remain a top priority for Congress.

One aspect of the Ukraine crisis that deserves more attention is how the current standoff will impact the future of nuclear security cooperation between the United States and Russia..."

As the Crimea crisis continues, the Bulletin of the Atomic Scientists asked a number of experts about what an appropriate short-term U.S. response to the crisis would entail, as well as how the crisis will affect U.S. policy towards Russia. Belfer Center Director Graham Allison was among those that participated.

Harvard Kennedy School’s Belfer Center for Science and International Affairs today launches a new website – Nuclear Security Matters – that provides policymakers, researchers, journalists, and the interested public with a wealth of facts, analysis, key documents, and other resources critical to the 2014 Nuclear Security Summit goal of preventing nuclear terrorism around the globe.

Nuclear Security Matters was developed by the Belfer Center’s Project on Managing the Atom with input from Center nuclear experts Graham Allison, Matthew Bunn, Trevor Findlay, Gary Samore, William Tobey, and others.

Nuclear terrorism remains a real and urgent threat. Despite an array of mechanisms established to combat this threat, several serious problems persist, requiring relentless attention and actions by the United States, Russia and other responsible nations. These problems include continuing nuclear security vulnerabilities in a number of countries and the continued incidents of illicit trafficking in nuclear materials, radioactive sources and the various components.

This new report, “Steps to Prevent Nuclear Terrorism: Recommendations Based on the U.S.-Russia Joint Threat Assessment,” was produced jointly by researchers at Harvard’s Belfer Center for Science and International Affairs and the Russian Academy of Sciences’ Institute for U.S. and Canadian Studies (ISKRAN). The study outlines concrete steps for the United States and Russia to take in leading international efforts to combat the threat of nuclear terrorism.
