Nuclear Issues

Situated in a difficult neighborhood, New Delhi has laid strong emphasis on both nuclear safety and security for a couple of decades now. Almost three decades of state-sponsored terrorism and insurgencies of varying scale and proportion within India have meant that security of nuclear materials and installations has been a great worry to India’s security and atomic energy establishments. India’s concerns even predate the Western focus on WMD terrorism, which gained prominence only after the 9/11 terrorist attacks in the United States.  Unfortunately, India’s excessive caution and secrecy in the nuclear arena has led the world to assume that India does not pay much attention to this issue or that it has inadequate security, which is far from the truth.

Given the seriousness of the ongoing standoff on the Korean peninsula, South Korea's emergence as an active contributor to international security addressing challenges far from the Korean peninsula is a striking new development, marking South Korea's emergence as a producer rather than a consumer of global security resources. David Sanger, senior fellow at the Belfer Center and adjunct lecturer in public policy at Harvard Kennedy School, was interviewed on NPR’s “On Point” about his new book on President Obama’s foreign policy efforts, including a cybercampaign against Iran’s nuclear program. Sanger’s book, Confront and Conceal: Obama’s Secret Wars and Surprising Use of American Power, was published this week.

On August 6, 1945, the United States carried out the first attack with nuclear weapons, against the Japanese city of Hiroshima. The weapon would fundamentally alter the face of conflict, and shape strategic thinking for subsequent generations. If strategists couldn't always agree on what force posture the United States should adopt, there was consistently broad agreement that the spread of nuclear weapons posed a fundamental threat to United States national security.

This review essay examines a set of books and documents that illuminate the dominant American threat perceptions in the post–September 11 environment and analyse both the strategies and the new directions that have emerged in U.S. policy in response to the new threat perceptions.
