Nuclear Issues

The world has crossed over to a new nuclear era, where a fateful error -- rather than intentional aggression -- is the most likely catalyst to nuclear catastrophe.

Air Vice Marshall (Ret.) of the Indian Air Force and Fellow at Harvard's Asia Institute, Dr. Arjun Subramaniam spoke at the Future of Diplomacy Project with its Faculty Director, Nicholas Burns about the intricacies of the India-China relationship.

"On their own, civilian nuclear programs do not necessarily imply a military threat. Under the Non-Proliferation Treaty (NPT), member countries are allowed to pursue civilian nuclear programs. Because of a growing energy demand, many countries in the Middle East are exploring nuclear power as part of their energy mix. While some, including the United Arab Emirates, have succeeded in starting civilian nuclear power programs, others face serious financing and technical capacity issues."

"The Obama Administration is on the way to becoming the peacemaking presidency, after having been handed down two wars (Iraq and Afghanistan) and having been urged to start two others (Syria and Iran). The way the President handled these challenges should ease the way for Hillary Clinton in 2016, should she decide to run."

Despite substantial progress in improving nuclear security in recent years, there is more to be done.  The threats of nuclear theft and terrorism remain very real. This presentation recommends learning from the much stronger national and international efforts in nuclear safety, and in particular, taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level.
