Nuclear Issues

Many energy consumers, and even analysts and policymakers, confront and frame energy and climate risks in a moral vacuum, rarely incorporating broader social justice concerns. Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

Despite substantial progress in improving nuclear security in recent years, there is more to be done.  The threats of nuclear theft and terrorism remain very real.  This paper recommends learning from the much stronger national and international efforts in nuclear safety, and in particular taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level.

In recent years, India's military, diplomatic and economic energies have expanded far beyond Nehru's Non-Aligned position. But what does that mean for India, its region, and the United States?

While India and the United States have embarked on a campaign to strengthen their bilateral relations, as symbolized by the proposed US-India civilian nuclear deal, it appears as though New Delhi has similarly begun to pursue a more robust relationship with another major power: Iran. The two states have recently expanded cooperation in a number of key areas, including counterterrorism, regional stability, and energy security. What are the implications of this "New Delhi-Tehran Axis" for the United States, and how should Washington respond to growing ties between India and Iran?
