Nuclear Issues

The following study focuses on the threat of nuclear terrorism facing Israel. It begins with an overview of the nature of the threat, before turning to the potential perpetrators of nuclear terrorism against Israel, possible delivery mechanisms and targets, and the specific scenarios under which the threat to Israel might materialize. The study then presents possible policy options for Israel to deal with the threat, both unilaterally and in conjunction with the United States.

Some in the intelligence community now refer to the leader of the al-Qaida movement as "Osama bin Missing." While he lost his sanctuary and terrorist training camps in Afghanistan, bin Laden, his No. 2, Ayman al-Zawahiri, and 86 percent of the individuals identified by the U.S. government as al-Qaida leaders remain at large.

The question is suddenly urgent: Could the inconceivable happen? President Bush has previously warned the world that Osama bin Laden is seeking to develop weapons of mass destruction. Now, bin Laden himself claims to have chemical and nuclear weapons -- and "the right to use them." We cannot know for certain whether he is bluffing, but Homeland Security Director Tom Ridge has confirmed that documents detailing how to make nuclear weapons have been found in an al Qaeda safe house in Kabul. And we can certainly expect that as the noose tightens aroundthe terrorist''s neck, he and his associates will become increasingly desperate.
