The Energy Implications of a Nuclear Deal between the P5+1 and Iran

On June 23 and 24, twenty five experts met at Harvard University’s Kennedy School of Government under the auspices of the Geopolitics of Energy Project at the Belfer Center for Science and International Affairs. The group, which included experts from academia, the financial sector, government, and the energy industry, spent an evening and the following full day discussing and debating the possible energy implications of a nuclear deal between the P5+1 and Iran.

Challenges to U.S. Global Leadership

In a Harvard Kennedy School IDEASpHERE session titled "Challenges to US Global Leadership," Graham Allison, Nicholas Burns, David Gergen, David Ignatius, and Meghan O’Sullivan discussed challenges as well as opportunities facing the United States. Burns moderated the session.

Challenges include the rise of China and the future of the U.S.-China relationship, the crises taking place around the world, and the reputation of the U.S. worldwide. An unexpected opportunity is the increase in available energy sources in the United States.

"The military buildup by China, its Asia-Pacific neighbors and the United States is creating a classical security dilemma that is increasing the potential for military conflict in the region. Although history is replete with conflicts between existing and rising powers, conflict between China and the United States is not preordained. Opportunities exist in both the diplomatic and military arenas for both countries to actively engage the other in open and direct communication to increase transparency, reduce tensions, and improve understanding. It is in the best interest of the United States, China and countries around the world to confront the reality that is a rising nuclear-armed China and, in doing so, manage its accession into the regional and world order without conflict."

An Introduction to Pakistan's Military

The Pakistani military remains an opaque entity, both inside and outside of the country.  Few publicly available reports exist for those seeking a basic understanding of its leaders, functions, or allegiances.  An Introduction to Pakistan's Militaryis the first of two Belfer Center reports examining the Pakistani military.  To assemble this report, the authors interviewed over two-dozen retired Pakistani military officers, principally in Islamabad and Karachi.  The authors also conducted nearly forty additional interviews with Pakistani politicians, civil society actors, journalists, and military experts, as well as with US and European military, diplomatic, and intelligence officers and analysts.

The world's first grid-scale, flywheel-based energy storage plant is being built in Stephentown, N.Y. The plant is being built by Beacon Power Corporation (NASDAQ: BCON) & is supported by a $43 million loan guarantee from DOE.

"The focus of the workshop was on the demonstration stage of the technology innovation cycle. Current policies do not adequately address the private sector’s inability to overcome the demonstration "valley of death" for new energy technologies. Investors and financiers fear that the technology and operational risks at this stage of the cycle remain too high to justify the level of investment to build a commercial-sized facility."

Tranforming the Energy Economy: Options for Accelerating the Commercialization of Advanced Energy Technologies—Framing Statement

"There is broad political consensus that the current energy system in the United States is unable to meet the nation's future energy needs, from the security, environment, and economic perspectives. New energy technologies are required to increase the availability of domestic energy supplies, to reduce the negative environmental impacts of our energy system, to improve the reliability of current energy infrastructure (e.g., smart grid, energy storage), and to increase energy efficiency throughout the economy."

The No.1 and No. 2 reactors at the Tianwan Nuclear Power Plant in Lianyungang city, China, 22 Mar. 2009. The Tianwan power plant is designed to have eight reactors.

China's Current Spent Fuel Management and Future Management Scenarios

China's recent nuclear energy ambitions have put it in the forefront of research and development in the nuclear industry.This paper will first discuss the status of China's current spent fuel management methods and storage capability. Second, this paper will estimate and calculate the accumulated spent fuel and required spent fuel storage up to 2040 based on three different nuclear development scenarios. Third, future spent fuel management scenarios from now to 2040 are designed and financial costs and proliferation risks are evaluated and discussed associated with each scenario. Last, policy recommendations will be provided for the future spent fuel.

Mar. 25, 2005: The U.S. agreed to sell about 2 dozen F-16 fighter planes to Pakistan, a diplomatically sensitive move that rewarded Pakistan for its help in fighting the war on terror, but angered India.

U.S. Aid to Pakistan—U.S. Taxpayers Have Funded Pakistani Corruption

The United States must not provide Pakistani institutions with incentives to act counter to U.S. foreign policy objectives in the future. It has done so in the past. But until the spring of 2009, no comprehensive overview of the full funding to Pakistan was possible as the figures were kept secret. Those figures, as well as a full analysis of what is known about how they were spent, can now be evaluated. The available information paints a picture of a systemic lack of supervision in the provision of aid to Pakistan, often lax U.S. oversight, and the incentivization of U.S. taxpayer–funded corruption in the Pakistani military and security services. The author believes that this is the first attempt to present an overview of U.S. aid to Pakistan since 2001, evaluate it, and present recommendations on how to ensure that mistakes are not repeated and lessons are learned.

Pakistan Can Defy the Odds: How to Rescue a Failing State

"Is Pakistan collapsing? How far are the Taliban from Islamabad? Can al-Qaeda grab the country's nuclear weapons? These are the types of questions raised every day by the American media, academia and policy circles. And these are critical issues, given the nature of the evolving crisis in Pakistan. The approximately two dozen suicide bombings in 2009 so far, 66 in 2008, and 61 in 2007, all of which have targeted armed forces personnel, police, politicians, and ordinary people not only in the country's turbulent northwest but also in its major urban centers, indicate the seriousness of the threat. A major ammunition factory area located close to some very sensitive nuclear installations in Wah (Punjab) was targeted by two suicide bombers in August 2008, an act that sent shudders across the country's security establishment...."
