Joseph S. Nye writes that evaluating ethics in international relations is difficult, and Kissinger's legacy is particularly complex. Over his long tenure in government, he had many great successes, including with China and the Soviet Union and the Middle East. Kissinger also had major failures, including in how the Vietnam War ended. But on net, his legacy is positive. In a world haunted by the specter of nuclear war, his decisions made the international order more stable and safer.

Among the many issues surrounding China’s ongoing military modernization, perhaps none has been more dramatic than its nuclear weapons program. For decades, the Chinese government was content to maintain a comparatively small nuclear force. As recently as 2020, China’s arsenal was little changed from previous decades and amounted to some 220 weapons, around five to six percent of either the U.S. or Russian stockpiles of deployed and reserve warheads.

Nuclear Waste

Nuclear waste epitomizes the Anthropocene. Scientific discovery of nuclear fission in the 1930s ushered in the atomic age. The onset of nuclear weapons and nuclear energy production in the 1940s and 1950s then created a uniquely human problem with planetary implications. Today, 33 countries operate 442 nuclear power reactors, and nine countries possess nearly 13,000 nuclear arms. The result is high-level waste that is dangerously radioactive for millennia to come. Yet, there has never been a permanent waste solution in place. Technically feasible long-term nuclear waste storage options exist, but nearly all governments prefer riskier interim plans hidden from public view and debate. This chapter considers the likelihood of societies addressing the contentious environmental and economic politics of deep geological repositories; and it asks, how long will obfuscation of the risks of this unique Anthropocene challenge continue?

Belfer Center's Korea Project Co-Leads Planning for South Korean President's Historic Harvard Visit and Speech

South Korean President Yoon Suk Yeol visited Harvard on April 28 and delivered a major policy speech at Harvard Kennedy School’s JFK Jr. Forum. Following his speech, President Yoon joined Harvard Distinguished Service Professor Joseph Nye for a conversation about security and soft power derived from the country's cultural strength. He also took questions from the large audience of students and others attending the event in person and online.

The Belfer Center’s Korea Project worked closely with Harvard University colleagues and Korean Consulate General counterparts to arrange for the visit and the Harvard speech, the first for a sitting South Korean president. The Kennedy School's Institute of Politics and the Korea Project co-sponsored the historic speech.

Distressing a system in distress: global nuclear order and Russia’s war against Ukraine

While prosecuting its invasion of Ukraine, Russia has relied heavily on nuclear threats, turning the war in Ukraine into a dangerous nuclear crisis with profound implications for the global nuclear order and its two constitutive systems of nuclear deterrence and nuclear restraint. These two interconnected systems, each aiming to manage nuclear possession and reduce the risk of nuclear use, are at once complimentary and contradictory. While tensions between these systems are not new, the war in Ukraine exacerbates them in unprecedented ways. The system of nuclear deterrence seems to be proving its worth by inducing restraint on Russia and NATO, while the system of restraint is undermined by demonstrating what happens to a country not protected by nuclear deterrence. The latter lesson is particularly vivid given Ukraine’s decision to forgo a nuclear option in 1994 in exchange for security assurances from nuclear powers. Russia’s use of nuclear threats as an enabler for escalation and the specter of Russian tactical nuclear use against Ukraine goes well beyond its declared nuclear doctrine. The outcome of the war in Ukraine thus has critical importance for deciding the value of nuclear weapons in global security architecture and for resolving the conundrum between the systems of deterrence and restraint.
