Mutiny in Russia: What Happened, What’s Next and What To Be Thankful For

What drove Yevgeny Prigozhin to lead his PMC Wagner troops on a “march for justice” across southern Russia, toward Moscow? Was it a mutiny meant to overthrow Vladimir Putin and install the ex-convict in the Kremlin? Or was the owner and political leader of Russia’s most powerful private army actually — as he assured his followers — trying to convince Putin to meet his demands, which included the firing of his arch-enemies and Russia’s top generals, Sergei Shoigu and Valery Gerasimov, over their poor conduct in the Ukraine war? And what made Prigozhin agree to abort the march toward Moscow, with Wagner’s reconnaissance teams reportedly spotted some 55miles south of the Russian capital, even though his demands had been left unmet? More importantly, has the rebellion weakened Putin, or has it made him stronger? And what’s next for Russia, Ukraine, and other countries whose national interests have been affected by this crisis? Finally, should we be thankful that the “march for justice” turned out the way it went? Despite having combed through hundreds of primary sources over the past several days, I still don’t have definitive answers to all of these key questions, but here’s how I would go about answering some of them if asked to do so, based on what was known as of June 29.

What form(s) might a future world order take, and what principles should guide efforts to construct it? The Future World Order event series will address these questions by examining individual topics ranging from traditional security issues such as arms control to newer, relevant issues such as digital trade. Professors Dani Rodrik and  Stephen M. Walt will moderate individual sessions.

The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

A Financial Sanctions Dilemma

Over the last two decades, there has been a dramatic increase in the popularity of financial sanctions as an instrument of US foreign policy to address security threats ranging from weapons of mass destruction (WMD) proliferation and terrorism to human rights violations and transnational crime. Washington’s policymakers have prized these tools for their ability to rapidly apply pressure against foreign targets with few perceived repercussions against American business interests. The problem, however, is that Washington is ignoring a growing tension between financial sanctions designed to support economic statecraft (with non-financial goals) and those designed to protect the international financial system. Confusing the two sends mixed signals to adversaries as well as allies and undermines US credibility and commitment to upholding international banking rules and norms. If Washington cannot reconcile these competing processes, it is unlikely that future administrations will enjoy the same foreign policy levers, leaving the United States at a significant disadvantage.

Iran’s economic reforms in retreat

If the intended aim of the new round of U.S. sanctions were to change Iran’s behavior, it already has. Just not the behavior the Trump team had in mind—Iran abandoning its pursuit of pro-market economic reforms. President Hassan Rouhani, who was elected twice, in 2013 and 2017, on a platform of liberal economic reforms, has piece by piece put aside his reform agenda. Because of the economic havoc wreaked by the re-imposition of U.S. sanctions, he finds himself in the odd position of overseeing price controls, punishing commodity hoarders, subsidizing imports of a variety of goods, including mobile phones, and has lost the most liberal members of his economic team
