How Do Past Presidents Rank in Foreign Policy?

Moral considerations explain why Truman, who authorized the use of nuclear weapons in Japan during World War II, later refused General MacArthur's request to use them in China during the Korean War. What is contextual intelligence, and how does it explain why Bush 41 is ranked first in foreign policy, but Bush 43 is found wanting? Is it possible for a president to lie in the service of the public interest? In this episode, Professor Joseph S. Q&A with Elizabeth Sherwood-Randall

Elizabeth Sherwood-Randall, former Deputy Secretary of Energy who has served in high-level positions at the White House and Pentagon, joined Harvard Kennedy School’s Belfer Center as a non-resident Senior Fellow in July. Sherwood-Randall is returning to the Kennedy School where she previously collaborated with Ash Carter, the Belfer Center’s newly appointed director, and Graham Allison, who stepped down as Center director this month. We asked Sherwood-Randall to give us some background on her Harvard connections, why she returned, and what she hopes to accomplish as a Senior Fellow.

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

Belfer Center Conversation with Secretary of State John Kerry

Harvard Kennedy School’s Belfer Center for Science and International Affairs hosted Secretary of State John Kerry on Tuesday, October 13, for a discussion of diplomacy and challenges in key hotspots around the globe.

In a one-on-one discussion with Secretary Kerry, Belfer Center Director Graham Allison asked Kerry about his concerns and plans related to Iran, Syria, Russia, and the Islamic State, among others. The overflow event in the Charles Hotel ballroom included questions from the audience of more than 500 Harvard students and faculty.
