The TPNW, Equity, and Transforming the Nuclear Community: An Interview with Nuclear Scholar Dr. Aditi Verma

In anticipation of the entry into force of the landmark Treaty on the Prohibition of Nuclear Weapons (TPNW) on Friday, Laura Grego corresponded with Dr. Aditi Verma, a Stanton Nuclear Security Postdoctoral Fellow at the Harvard University Belfer Center’s Project on Managing the Atom and the International Security Program.  Dr. Verma, who holds undergraduate and doctoral degrees in Nuclear Science and Engineering from MIT, is broadly interested in how nuclear technologies can be designed in collaboration with publics such that traditionally excluded perspectives can be brought into these design processes. She’s one of the five authors of the essay, “A call for antiracist action and accountability in the US nuclear community.”

Combating Nuclear Smuggling? Exploring Drivers and Challenges to Detecting Nuclear and Radiological Materials at Maritime Facilities

International concern over nuclear terrorism has grown during the past few decades. This has driven a broad spectrum of efforts to strengthen nuclear security globally, including the widespread adoption of radiation-detection technology for border monitoring. Detection systems are now deployed at strategic locations for the purported purpose of detecting and deterring the smuggling of nuclear and radioactive materials. However, despite considerable investment in this area, few studies have examined how these programs are implemented or the operational challenges they face on a day-to-day basis. This article seeks to address this with a focus on radiation-detection efforts at maritime facilities. Utilizing practitioner interviews and a survey, this article identifies the factors that influence the planning and use of these systems in this fast-moving environment. The results clearly demonstrate that the implementation of these systems varies significantly across different national and organizational contexts, resulting in a fragmented global nuclear-detection architecture, which arguably undermines efforts to detect trafficked nuclear-threat materials. Greater consideration should therefore be given to developing international standards and guidance, designing and adopting tools to support key parts of the alarm assessment process, and broader sharing of good practice.

The Three Ages of NATO: An Evolving Alliance

Jens Stoltenberg,NATO Secretary General, discussed the future of the NATO alliance during this speech, given at the Harvard Kennedy School on September 23, 2016. He described the alliance as a responsive organization, capable of adapting to changes in the international security landscape but committed to the continuity of its founding values. In particular, he emphasized the necessity of maintaining a policy of absolute solidarity among member states, especially  in light of the exacerbating civil war in Syria and Russia’s aggressive stance toward countries to the East of NATO member state borders.

The Cost of Reprocessing in China

Faced with the twin pressures of a still-quickly growing economy and unprecedented smog from coal-fired plants, China is racing to expand its fleet of nuclear power plants. As it does so, Beijing is considering making large capital investments in facilities to reprocess spent nuclear fuel and recycle the resulting plutonium in fast neutron reactors that breed more plutonium. This report outlines the enormous costs China would likely face if it decides to build large-scale plants for reprocessing plutonium from spent nuclear fuel and recycling the plutonium in fast neutron reactors.
