A “Nuclear Umbrella” for Ukraine? Precedents and Possibilities for Postwar European Security

Europe after the Russo-Ukrainian War must develop a new security structure to defend against any Russian aggression. The safest option is a non-offensive, confidence-building defense. This option includes proposals such as the “spider in the web” strategy and the “porcupine” strategy to provide for European security in a region threatened by Russian expansion—without relying on the threat of nuclear war.

Assessing Nuclear Security Risks in Pakistan

Pakistan’s nuclear program and perceived nuclear security concerns have attracted global attention. The varying concerns range from the potential theft of nuclear weapons or materials to the unauthorized use of a nuclear device to terrorist groups taking control of the Pakistani government. The enduring debate, however, has oscillated between these doomsday scenarios and some optimistic considerations, where various quarters have shared their satisfaction over Pakistan’s nuclear security regime and its ability to deal with the emerging challenges. To address the evolving nature of these threats, Pakistan is constantly improving its nuclear security infrastructure. It has established a comprehensive legislative and institutional structure, nuclear security systems, and has also undertaken various international obligations. To further improve nuclear security perceptions, Pakistan should adopt a more transparent approach and learn from international best practices.

Distressing a system in distress: global nuclear order and Russia’s war against Ukraine

While prosecuting its invasion of Ukraine, Russia has relied heavily on nuclear threats, turning the war in Ukraine into a dangerous nuclear crisis with profound implications for the global nuclear order and its two constitutive systems of nuclear deterrence and nuclear restraint. These two interconnected systems, each aiming to manage nuclear possession and reduce the risk of nuclear use, are at once complimentary and contradictory. While tensions between these systems are not new, the war in Ukraine exacerbates them in unprecedented ways. The system of nuclear deterrence seems to be proving its worth by inducing restraint on Russia and NATO, while the system of restraint is undermined by demonstrating what happens to a country not protected by nuclear deterrence. The latter lesson is particularly vivid given Ukraine’s decision to forgo a nuclear option in 1994 in exchange for security assurances from nuclear powers. Russia’s use of nuclear threats as an enabler for escalation and the specter of Russian tactical nuclear use against Ukraine goes well beyond its declared nuclear doctrine. The outcome of the war in Ukraine thus has critical importance for deciding the value of nuclear weapons in global security architecture and for resolving the conundrum between the systems of deterrence and restraint.

The coronavirus pandemic has had a significant impact on the nuclear industry, complicating operations and altering the delivery of both safety and security. This has generated concerns over the ability of governments and industry to provide vital services, while also protecting against changing threats that have evolved to take advantage of the pandemic. Christopher Hobbs, Nickolas Roth and Daniel Salisbury examine the nuclear security community’s response to this challenge, exploring how the risk landscape has been changed by the pandemic and the efficacy of new security solutions.

The study of existential risk — the risk of human extinction or the collapse of human civilization — has only recently emerged as an integrated field of research, and yet an overwhelming volume of relevant research has already been published. To provide an evidence base for policy and risk analysis, this research should be systematically reviewed. In a systematic review, one of many time-consuming tasks is to read the titles and abstracts of research publications, to see if they meet the inclusion criteria. The authors show how this task can be shared between multiple people (using crowdsourcing) and partially automated (using machine learning), as methods of handling an overwhelming volume of research.

Nuclear Security in Russia: Can Progress Be Sustained?

Nuclear security in Russia has continued to evolve since the suspension of nearly all US–Russian nuclear-security cooperation in 2014, but the United States and the rest of the world now know much less about the directions of this evolution. This article assesses the current state of nuclear security in Russia based on an examination of key drivers of Russia’s nuclear-security system, from allocation of resources to regulatory oversight. It then outlines four scenarios for the future of evolution of nuclear security in Russia, describing potential causes, implications, and observable indicators for each scenario. It closes with recommendations designed to maximize the chance of moving onto a path of continuous improvement of nuclear security.

Is Nuclear War Inevitable?

Donald Trump and Kim Jong-un trading threats with words like “fire and fury”; Pakistan deploying tactical nuclear weapons to counter Indian conventional threats; Russia enunciating an Orwellian doctrine of “escalate-to-de-escalate” that calls for early use of battlefield nuclear weapons; and major nuclear-weapons states modernizing their arsenals — nukes are back. The cruel irony: This is happening after eight years of a president who won the Nobel Peace Prize largely for his vision of a world free of nuclear weapons.
