The End of Cyber-Anarchy?

Joseph Nye argues that prudence results from the fear of creating unintended consequences in unpredictable systems and can develop into a norm of nonuse or limited use of certain weapons or a norm of limiting targets. Something like this happened with nuclear weapons when the superpowers came close to the brink of nuclear war in 1962, during the Cuban missile crisis. The Limited Test Ban Treaty followed a year later.

The Thucydides Trap: Are the U.S. and China Headed for War?

The defining question about global order for this generation is whether China and the United States can escape Thucydides’s Trap. The Greek historian’s metaphor reminds us of the attendant dangers when a rising power rivals a ruling power—as Athens challenged Sparta in ancient Greece, or as Germany did Britain a century ago. Most such contests have ended badly, often for both nations, a team of mine at the Harvard Belfer Center for Science and International Affairs has concluded after analyzing the historical record. In 12 of 16 cases over the past 500 years, the result was war. When the parties avoided war, it required huge, painful adjustments in attitudes and actions on the part not just of the challenger but also the challenged.

In his article, Dr. Fuhrmann argues "Peaceful nuclear cooperation—the transfer of nuclear technology, materials, or know-how from one state to another for peaceful purposes—leads to the spread of nuclear weapons. With a renaissance in nuclear power on the horizon, major suppliers, including the United States, should reconsider their willingness to assist other countries in developing peaceful nuclear programs."

Closing Time: Assessing the Iranian Threat to the Strait of Hormuz

How might Iran retaliate in the aftermath of a limited Israeli or U.S. strike? The most economically devastating of Iran's potential responses would be closure of the Strait of Hormuz. According to open-source order of battle data, as well as relevant analogies from military history and GIS maps, Iran does possess significant littoral warfare capabilities, including mines, antiship cruise missiles, and land-based air defense. If Iran were able to properly link these capabilities, it could halt or impede traffic in the Strait of Hormuz for a month or more. U.S. attempts to reopen the waterway likely would escalate rapidly into sustained, large-scale air and naval operations during which Iran could impose significant economic and military costs on the United States — even if Iranian operations were not successful in truly closing the strait. The aftermath of limited strikes on Iran would be complicated and costly, suggesting needed changes in U.S. force posture and energy policy.

Uses of Commerical Satellite Imagery in FMCT Verification

Negotiations on a fissile material cut-off treaty (FMCT) may soon be launched at the Conference on Disarmament in Geneva after several years' delay caused by debates over its scope and linkage to nuclear disarmament measures. Fissile material, in practice plutonium or HEU, is the fundamental ingredient in all nuclear weapons. It is also the most difficult and expensive part to produce. A global, verified ban on the production of fissile materials for nuclear explosives would be a key building block in a comprehensive strategy to contain and eliminate nuclear weapons.
