Nuclear Issues

For much of Iran's modern history, the Iranian people have been divided on issues such as traditionalism versus modernity and the nature of their relationship with the West. These divisions only highlight the need for organic political change to allow society to find common ground. However, outside political interventionism has been a constant setback, whether during the Constitutional Revolution period, the 1953 US/UK coup, or now with Trump's exhortations and actions.

The 2016 Nuclear Security Summit (NSS) in Washington D.C. on 1 April issued a seven-page Action Plan in Support of the International Atomic Energy Agency (IAEA). It contains steps that the summit participants commit themselves to taking and those they “advocate” the Agency “pursue”. In endorsing this plan, 2016 Summit participants focused more detailed attention on the IAEA than those who participated in the previous four nuclear security summits.

The history of nuclear security has been described as an example of “punctuated equilibrium” -- long periods of inaction and complacency followed by events that catalyze action. U.S. history is rife with examples where the discovery of vulnerabilities or major incidents led agencies to strengthen nuclear security requirements.

Situated in a difficult neighborhood, New Delhi has laid strong emphasis on both nuclear safety and security for a couple of decades now. Almost three decades of state-sponsored terrorism and insurgencies of varying scale and proportion within India have meant that security of nuclear materials and installations has been a great worry to India’s security and atomic energy establishments. India’s concerns even predate the Western focus on WMD terrorism, which gained prominence only after the 9/11 terrorist attacks in the United States.  Unfortunately, India’s excessive caution and secrecy in the nuclear arena has led the world to assume that India does not pay much attention to this issue or that it has inadequate security, which is far from the truth.

Olli Heinonen, Senior Fellow at the Belfer Center for Science and International Affairs, writes that despite the general lack of cooperation from Iran, the IAEA has produced a successful comprehensive report detailing Iran's nuclear activities. However he notes that Iran's noncompliance has hampered the final determinations, and so further investigation and intelligence operations should be conducted to determine the extent of Iranian nuclear activity.

The International Atomic Energy Agency released its “final assessment” yesterday of the possible military dimensions of Iran’s nuclear program.

Gary Samore, Director of Research at the Belfer Center for Science and International Affairs, and Ephraim Kam, Senior Research Fellow at the Institute for National Security Studies in Tel Aviv, examine the fate of the military option in the process of the Iranian nuclear talks. They discuss how from the beginning, American and Israeli understandings of the use and effectiveness of the military option against the Iranian program, and that while the United States sought to diminish the likelihood of a military attack during the negotiations, Israeli officials accused the US of diminishing the credibility of a potential military attack. While they recommend that the military option be strengthened going forward, considering the continued possibility that Iran will renege on its commitments and potentially try to construct a nuclear weapon, they recognize that many factors will influence whether or not the military option is employed against the Iranian nuclear program going into the future.

In prisons as in nuclear facilities, employees are tasked with guarding something highly dangerous in high-stress environments. Both face high costs in the event of failure, and both are especially vulnerable to complacency and insider threats. Given these parallels, two inmates’ dramatic break-out from a New York prison in early June offers nuclear security practitioners valuable insights into how to avert an equally dramatic (and potentially much more consequential) breech.

Are nuclear sites secure?  There are some who might assume the answer is yes and that we should not worry about the possibility of nuclear bomb material being stolen. Yet, recent history has repeatedly demonstrated that high security facilities thought to be secure were actually vulnerable. Two such incidents last month illustrated this idea.
