In its attempts to deter North Korea from developing the capability to credibly threaten the continental United States with a nuclear weapon, Washington now finds itself in a crueler version of the strategic dilemma Israel faced in 2011 amid what it saw—or at least presented—as a closing operational window of opportunity to deal with Iran’s nuclear program. In his piece for Iran Matters, Daniel Sobelman argues that the basic structure of the crisis between the United States and North Korea is analogous to the challenge Israel faced when trying to dissuade or stop Iran from developing nuclear weapons.

A key foreign affairs issue for the Trump administration will be its policy on Iran, as was the case also for the Obama administration. But we have no idea what approach it will take, an uncertainty amplified by the fact that Trump has no experience whatsoever in foreign policy, and no idea whose input he will accept in shaping it. It’s not as if we have no information about his attitude – during the election campaign, Trump made his intention on Iran very clear – but, as with other topics, it is unclear how he will act when once he is forced to translate his intentions into action and realizes that reality is far more complicated than he imagined.

The fourth and final Nuclear Security Summit took place in Washington DC from March 31-April 01, 2016.  Despite the initial apprehension about the summits in certain parts of the world, it has been a useful process.  With more than 50 countries represented from across the world, the summits elevated the level of awareness of nuclear security. Leaders of established nuclear states began to think about nuclear security in a new way, reducing complacency about the risks of terrorism and sabotage.  This thinking took shape in national and multilateral commitments in areas including nuclear security regulation, physical protection of nuclear materials, nuclear forensics, protection against nuclear smuggling, and insider threats and nuclear terrorism.

The 2016 Nuclear Security Summit (NSS) in Washington D.C. on 1 April issued a seven-page Action Plan in Support of the International Atomic Energy Agency (IAEA). It contains steps that the summit participants commit themselves to taking and those they “advocate” the Agency “pursue”. In endorsing this plan, 2016 Summit participants focused more detailed attention on the IAEA than those who participated in the previous four nuclear security summits.

The just-concluded fourth and final nuclear security summit saw some serious progress, but also some missed opportunities.

Fifty-plus countries are attending the 2016 Nuclear Security Summit this week in Washington, DC. Notably missing from the guest list is Iran, whose recent negotiation and implementation of a landmark nuclear deal with the P5+1 led some experts to call for more engagement and cooperation in nuclear security.

At a meeting 23 and 24 March in Belgrade, US and Russian members of the Elbe Group – retired general officers from the military and intelligence services – declared that the risk of terrorism, both conventional and nuclear, is growing.  They urged that special attention must be given to preventing Daesh, al Qaeda, and other terrorist organizations which have declared openly their desire to gain weapons of mass destruction, from obtaining them.

The history of nuclear security has been described as an example of “punctuated equilibrium” -- long periods of inaction and complacency followed by events that catalyze action. U.S. history is rife with examples where the discovery of vulnerabilities or major incidents led agencies to strengthen nuclear security requirements.

Last week, a National Academies of Sciences, Engineering, and Medicine panel affirmed the goal of eliminating highly enriched uranium (HEU) from civilian use, while recommending step-wise conversion of high performance research reactors using weapon-grade uranium fuel and that the White House coordinate a 50-year national roadmap for neutron-based research. With the fourth and final nuclear security summit approaching in March, the 2016 edition of the Nuclear Threat Initiative (NTI) Nuclear Security Index raises red flags about the international community’s implementation of the important measures needed to protect against catastrophic nuclear terrorism and to build an effective global nuclear security system. More importantly, it raises the question, how will leaders sustain momentum and high-level political attention on the need to secure dangerous nuclear materials once the summits come to an end?
