Conceptualizing Interstate Cooperation

There seems to exist a general consensus on how to conceptualize cooperation in the field of international relations (IR). The authors argue that this impression is deceptive. In practice, scholars working on the causes of international cooperation have come to implicitly employ various understandings of what cooperation is. Yet, an explicit debate about the discipline's conceptual foundations never materialized, and whatever discussion occurred did so only latently and without much dialog across theoretical traditions. In this article, the authors develop an updated conceptual framework by exploring the nature of these differing understandings and situating them within broader theoretical conversations about the role of cooperation in IR.

An Illusory Entente: The Myth of a Russia-China-Iran “Axis”

This article examines the trilateral relations between Russia, China, and Iran through their engagement in various issues from domestic, regional, and international levels. It explores the practices and coordination between Russia, China, and Iran in the international order, the Iranian Nuclear Program, the Shanghai Cooperation Organisation, domestic regime security, and economic connectivity. The article concludes that although Russia, China, and Iran have had overlapping interests and approaches in terms of contesting the Western created and dominated international "liberal" order, strengthening domestic regime security, defending authoritarian governance, and supporting de-dollarization, all of which have brought the three sides closer, a Russia–China-Iran axis has not thus far materialized. Rather, due to the lack of regularized and institutionalized mechanisms, the tripartite relationship remains an illusory entente, which is essentially driven by the bilateral ties followed by modest trilateral coordination in ad-hoc situations.

Caught Red-Handed: How States Wield Proof to Coerce Wrongdoers

States frequently acquire proof that other states have violated norms. Yet, existing theories do not fully explain how states wield such proof to coerce wrongdoers. Four case studies of nuclear proliferation probe a novel theory of how states coerce norm violators by concealing, sharing privately, or publicizing proof of guilt.

A Financial Sanctions Dilemma

Over the last two decades, there has been a dramatic increase in the popularity of financial sanctions as an instrument of US foreign policy to address security threats ranging from weapons of mass destruction (WMD) proliferation and terrorism to human rights violations and transnational crime. Washington’s policymakers have prized these tools for their ability to rapidly apply pressure against foreign targets with few perceived repercussions against American business interests. The problem, however, is that Washington is ignoring a growing tension between financial sanctions designed to support economic statecraft (with non-financial goals) and those designed to protect the international financial system. Confusing the two sends mixed signals to adversaries as well as allies and undermines US credibility and commitment to upholding international banking rules and norms. If Washington cannot reconcile these competing processes, it is unlikely that future administrations will enjoy the same foreign policy levers, leaving the United States at a significant disadvantage.

When Iran and the world powers resumed negotiations over Tehran's controversial nuclear program after a seven-year lull, Iran's hardline President Mahmoud Ahmadinejad was approaching the end of his second and last term. During that time, little progress was made. After the election of the moderate Hassan Rouhani to the presidency, the talks resumed decisively. Rouhani and his team were in an ideal position to strike a deal, as they were afforded cross-party support supplying them with political will and political capital.

Was Ukraine's Nuclear Disarmament a Blunder?

"Ukraine's denuclearization had been a controversial issue even as it was negotiated, leaving bitter traces in the country's political and public discourse. As a student of political science in Kyiv in the mid-1990s, I remember being outraged by the sense of injustice: how could the states that rely on their own nuclear deterrents demand the nuclear disarmament of others? More so that one of these states, Russia, has never fully come to terms with Ukraine's independence. Since then, I came to research a doctoral dissertation on the denuclearization of post-Soviet successor states and, in the process, learned a great deal about Ukraine's nuclear disarmament that dispelled many of my preconceptions."
