International Security is America’s leading journal of security affairs. The International Security journal is edited at Harvard Kennedy School’s Belfer Center and published quarterly by the MIT Press. Questions may be directed to IS@harvard.edu.

Verification is a crucial part of all arms control agreements, from the Intermediate-Range Nuclear Forces Treaty in the 1980s to the recent Iran nuclear deal, U.S. Energy Secretary Ernest Moniz explained during a recent appearance at Harvard. And it is on verification where scientists can be decisive.

For two days in October, Russian and American experts met at the Belfer Center to discuss the state of U.S.-Russia relations and look for glimmers of hope.

Unfortunately, few were seen. The conflict in Eastern Ukraine is only the most urgent manifestation of a deeply troubled relationship between Russia and the West—in particular the United States. As one Russian participant stated, “We should deal first with the problems that existed even before Ukraine.”

The Summer 2014 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This edition highlights the Belfer Center’s longtime efforts to improve nuclear security and the Center's critical role in the 2014 Nuclear Security Summit to prevent nuclear terrorism. This issue also features a timeline and analysis of significant events in Ukraine during the past 20 years. We also note a bright spot in U.S.-Russian relations – a statement by the Elbe Group of retired Russian and U.S. generals cautioning the two governments not to let Ukraine and Crimea interrupt the joint efforts of the two countries to protect “our shared strategic interests.”

The Spring 2014 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This edition highlights the Belfer Center’s deepening engagement with China and increasing collaboration with Harvard Kennedy School’s Ash Center for Democratic Governance around critical issues related to China. A brief survey of recent publications by Belfer Center affiliates.

The Winter 2011-2012 issue of the Belfer Center newsletter features news, analysis and insight by Belfer Center scholars on issues that include increasingly important info-tech policy challenges and the first U.S.-Russian joint threat assessment on nuclear terrorism. The Center’s deepening impact on defense policy is highlighted with an article about the recent appointments of Ashton B. Carter and Eric Rosenbach to senior Pentagon posts and a Q&A with Carter, the new deputy secretary of defense. Additional articles focus on issues ranging from the Palestinian bid for statehood to Calestous Juma’s role in Lagos’ launch of the first innovation advisory council in Africa.

Rolf Mowatt-Larssen, a former director of intelligence and counterintelligence at the Department of Energy, argues that despite not falling victim to a major terrorist event in the last 10 years, the United States must not be complacent in its counter-terrorism efforts. Mowatt-Larssen said in a Belfer Center seminar in September that he believes the possibility of a major attack is higher in the next 10 years than in the preceding decade.
