In 2006, in the midst of a fierce war between Israel and the Lebanese militant group Hezbollah, former U.S. Secretary of State Condoleezza Rice famously stated that the world was witnessing the “birth pangs of a new Middle East.” She was right—but not in the sense she had hoped. Instead of disempowering Hezbollah and its sponsor, Iran, the war only augmented the strength and prestige of what is known as the “axis of resistance,” a power bloc that includes Iran, Iraq, Syria, Hezbollah, and Hamas in Palestine.

The nuclear issue has dominated relations between the US and Iran over the past decade. Now that the two countries have shelved that issue by agreeing to the Joint Comprehensive Plan of Action, it is appropriate to ask where and how the national interests of both countries converge and conflict.

It would seem entirely reasonable to conclude that the world has taken several turns for the worse since President George H.W. Bush delivered his famous “new world order” address. The United Nations estimates that more than 250,000 people have perished in Syria’s civil war, and another million or so have been injured. With vast swathes of the Middle East collapsing, the Islamic State continues to wreak havoc, increasingly inspiring and coordinating attacks outside the region.
