The risks posed by the proliferation of cyber weapons are gaining wide recognition among security planners. Yet the general reaction of scholars of international relations has been to neglect the cyber peril owing to its technical novelties and intricacies. This attitude amounts to either one or both of two claims: the problem is not of sufficient scale to warrant close inspection, or it is not comprehensible to a non-technical observer. This seminar challenged both assertions.

Although China is one of the major contributors in the global nuclear expansion, China's nuclear power industry is relatively young. Its nuclear safety regulators are less experienced compared to those in other major nuclear power countries. To realize China's resolute commitment to rapid growth of safe nuclear energy, detailed analyses of its nuclear safety regulatory system are required.

Although China's nuclear industry is relatively young and nuclear waste and spent fuel are not yet a major concern, China's strong commitment on nuclear energy and rapid pace on nuclear energy development call for analyses and strategies on China's future spent fuel management.
