The Deal That Got Away: The 2009 Nuclear Fuel Swap with Iran

With concerns and uncertainties regarding Iran’s nuclear future persisting to this day, this paper seeks to review the TRR negotiations and the context in which they unfolded in order to capture some of the lessons of negotiating with Iran regarding its nuclear program, primarily from the viewpoint of senior U.S. officials involved at the time. The paper is also informed by the personal perspective of one of the authors (Poneman) who led the U.S. delegation in the 2009 Vienna talks, and who, prior to this publication, had not publicly elaborated on his experience. The other author (Nowrouzzadeh), who supported the TRR talks in an analytical capacity within the U.S. Department of Defense, also conducted an extensive interview with Poneman as part of their collaboration on this paper. By drawing on existing literature and recent interviews with several senior U.S. officials involved in the negotiations now that over ten years have passed, the authors seek to draw useful lessons from this episode that can assist policymakers in understanding Iran’s nuclear decision-making and in their continued efforts to shape the future trajectory of Iran’s nuclear program.

The networks of middlemen and intermediaries involved in the illicit procurement of weapons of mass destruction (WMD)-related goods and technologies often operate outside of the United States, which presents several legal and political challenges regarding U.S. trade control enforcement activities. This report considers the extraterritorial efforts of U.S. law enforcement in counterproliferation-related activities and their implications. In other words, how does the United States contend with violations of its weapons of mass destruction (WMD)-related trade controls in overseas jurisdictions, and what are the implications for broader U.S. and international nonproliferation efforts, as well as wider international security and economic concerns?

The Cost of Reprocessing in China

Faced with the twin pressures of a still-quickly growing economy and unprecedented smog from coal-fired plants, China is racing to expand its fleet of nuclear power plants. As it does so, Beijing is considering making large capital investments in facilities to reprocess spent nuclear fuel and recycle the resulting plutonium in fast neutron reactors that breed more plutonium. This report outlines the enormous costs China would likely face if it decides to build large-scale plants for reprocessing plutonium from spent nuclear fuel and recycling the plutonium in fast neutron reactors.

Energy Technology Expert Elicitations for Policy: Workshops, Modeling, and Meta-analysis

Characterizing the future performance of energy technologies can improve the development of energy policies that have net benefits under a broad set of future conditions. In particular, decisions about public investments in research, development, and demonstration (RD&D) that promote technological change can benefit from (1) an explicit consideration of the uncertainty inherent in the innovation process and (2) a systematic evaluation of the tradeoffs in investment allocations across different technologies. To shed light on these questions, over the past five years several groups in the United States and Europe have conducted expert elicitations and modeled the resulting societal benefits. In this paper, the authors discuss the lessons learned from the design and implementation of these initiatives.

Former Deputy Secretary of Energy Daniel Poneman Joins Harvard Kennedy School's Belfer Center as Senior Fellow

Daniel Poneman, former Deputy Secretary of Energy, has joined Harvard Kennedy School’s Belfer Center for Science and International Affairs as a senior fellow.

Poneman was nominated by President Obama to be Deputy Secretary of Energy on April 20, 2009, and was confirmed by the United States Senate on May 18, 2009. Under the leadership of Secretaries of Energy Steven Chu and Ernest Moniz, Poneman also served as Chief Operating Officer of the Department. Between April 23, 2013, and May 21, 2013, Poneman served as Acting Secretary of Energy.

Chinese president Xi Jinping said in his address at the 2014 Nuclear Security Summit that, “we should place equal emphasis on development [of nuclear energy] and security, and develop nuclear energy on the premise of security.” He further emphasized that, “developing nuclear energy at the expense of security can neither be sustainable nor bring real development. Only by adopting credible steps and safeguards can we keep the risks under effective control and develop nuclear energy in a sustainable way."

But the nuclear accident requires a different analytical frame, and proponents of nuclear energy shouldn't be allowed to write off the Fukushima crisis as a natural disaster. Since the industrial revolution, there have always been industrial harms. As societies require more of technology, engineering, and transportation, there will be blips in the systems. What isn't inevitable, however, is that they happen again."
