The Cost of Reprocessing in China

Faced with the twin pressures of a still-quickly growing economy and unprecedented smog from coal-fired plants, China is racing to expand its fleet of nuclear power plants. As it does so, Beijing is considering making large capital investments in facilities to reprocess spent nuclear fuel and recycle the resulting plutonium in fast neutron reactors that breed more plutonium. This report outlines the enormous costs China would likely face if it decides to build large-scale plants for reprocessing plutonium from spent nuclear fuel and recycling the plutonium in fast neutron reactors.

"Although this phased-approach to sanctions relief under the JCPOA ensures that Iran does not receive benefits without first implementing its nuclear commitments, uncertainties remain. The agreement does not affect U.S. and EU non-nuclear sanctions, such as those that target human rights abuses, support for terrorism, and money laundering. One question is whether or not relief from nuclear-related sanctions will affect the usefulness of non-nuclear sanctions."

How to Know if Iran Breaks its Word: Financial Monitoring

Aaron Arnold, Associate with the Project on Managing the Atom at the Belfer Center, and Nikos Passas, Professor of Criminal Justice at Northeastern University, argue in The Bulletin of the Atomic Scientists that an important, and generally overlooked, aspect of any deal with Iran is the role of banks and financial institutions in monitoring proliferation related transactions and keeping Iran from cheating on the agreement. They point out that banks are necessary for the monitoring and verification of a nuclear agreement because they provide the information used by sanctions enforcers to track illicit proliferation financing. At this point, several holes exist in detecting proliferation financing, including the lack of a clear template for banks and regulatory agencies to be searching for, and the lack of binding regulations for all forms of financial institutions, such as money remitters. They suggest that the Iranian nuclear deal offers a chance for these systematic holes to be plugged by centralizing analysis of data for proliferation financing and seeking reforms in the Iranian financial system.

Big Banks and Their Game of Risk

"For US regulators, 2014 was a banner year for collecting fines against sanctions violators, according to The Economist. In June, BNP Paribas—France’s largest bank, and one of the largest in the world—agreed to shell out $9 billion to the US Department of Justice for violating sanctions against Cuba, Iran, and Sudan. This past month, US regulators slapped Germany’s Commerzbank—the country’s second-largest bank, with a similar global presence—with a $1 billion fine, after launching an investigation into its dealings with sanctioned countries. The increases in fines have signaled an aggressive, zero-tolerance policy toward violators, as well as a willingness to use the extraterritorial provisions of sanctions, which allow regulators to punish foreign-based banks..."

Energy Technology Expert Elicitations for Policy: Workshops, Modeling, and Meta-analysis

Characterizing the future performance of energy technologies can improve the development of energy policies that have net benefits under a broad set of future conditions. In particular, decisions about public investments in research, development, and demonstration (RD&D) that promote technological change can benefit from (1) an explicit consideration of the uncertainty inherent in the innovation process and (2) a systematic evaluation of the tradeoffs in investment allocations across different technologies. To shed light on these questions, over the past five years several groups in the United States and Europe have conducted expert elicitations and modeled the resulting societal benefits. In this paper, the authors discuss the lessons learned from the design and implementation of these initiatives.

Former Deputy Secretary of Energy Daniel Poneman Joins Harvard Kennedy School's Belfer Center as Senior Fellow

Daniel Poneman, former Deputy Secretary of Energy, has joined Harvard Kennedy School’s Belfer Center for Science and International Affairs as a senior fellow.

Poneman was nominated by President Obama to be Deputy Secretary of Energy on April 20, 2009, and was confirmed by the United States Senate on May 18, 2009. Under the leadership of Secretaries of Energy Steven Chu and Ernest Moniz, Poneman also served as Chief Operating Officer of the Department. Between April 23, 2013, and May 21, 2013, Poneman served as Acting Secretary of Energy.

"March 11, 2011, was three distinct disasters. The earthquake and tsunami fell into the category of tragedies that are often unavoidable. But the nuclear accident requires a different analytical frame, and proponents of nuclear energy shouldn't be allowed to write off the Fukushima crisis as a natural disaster. Since the industrial revolution, there have always been industrial harms. As societies require more of technology, engineering, and transportation, there will be blips in the systems. What isn't inevitable, however, is that they happen again."
