Former Deputy Secretary of Energy Elizabeth Sherwood-Randall Named Senior Fellow With Harvard's Belfer Center

Former Deputy Secretary of Energy Elizabeth Sherwood-Randall is joining Harvard Kennedy School’s Belfer Center for Science and International Affairs as a Senior Fellow, the Center announced today. Sherwood-Randall, who has served in the White House and Departments of Energy and Defense, is returning to the Center where she worked in the 1990s to help establish two pioneering projects – the Strengthening Democratic Institutions Project with Graham Allison, who this month stepped down as the Center’s director, and the Preventive Defense Project with Ash Carter, the former Secretary of Defense who is the new Belfer Center director.

Q&A with Elizabeth Sherwood-Randall

Elizabeth Sherwood-Randall, former Deputy Secretary of Energy who has served in high-level positions at the White House and Pentagon, joined Harvard Kennedy School’s Belfer Center as a non-resident Senior Fellow in July. Sherwood-Randall is returning to the Kennedy School where she previously collaborated with Ash Carter, the Belfer Center’s newly appointed director, and Graham Allison, who stepped down as Center director this month. We asked Sherwood-Randall to give us some background on her Harvard connections, why she returned, and what she hopes to accomplish as a Senior Fellow.

Nuclear Security in Turkey

In mid-July, as an attempted coup was taking place in Turkey, many in the United States wondered whether U.S. tactical nuclear weapons stored at the Turkish airbase, Incirlik, were adequately protected against theft. Congressional Research Service Nuclear Weapons Policy Specialist, Amy Woolf, recently published a short article describing some of the security systems surrounding those weapons.

Cancel the plutonium fuel factory

Matthew Bunn and Gary Samore just published an op-ed arguing that the program to build a factory that converts excess plutonium from dismantled nuclear weapons into plutonium-uranium mixed oxide fuel for nuclear reactors has become too expensive. Although the two helped to launch the program in the mid-90s, they argue "It is time to stop throwing good money after bad and pursue cheaper alternatives that will serve our national security better" and "whatever we do with this plutonium in the long term, we should move to put it under international monitoring, and commit never again to use it in weapons..." Verification is a crucial part of all arms control agreements, from the Intermediate-Range Nuclear Forces Treaty in the 1980s to the recent Iran nuclear deal, U.S. Energy Secretary Ernest Moniz explained during a recent appearance at Harvard. And it is on verification where scientists can be decisive.

A rural stove using biomass cakes, fuelwood and trash as cooking fuel... It is a major source of air pollution in India, and produces smoke and numerous indoor air pollutants at concentrations 5 times higher than coal.

Many energy consumers, and even analysts and policymakers, confront and frame energy and climate risks in a moral vacuum, rarely incorporating broader social justice concerns. Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

Fresh Thinking on Highly Enriched Uranium Research Reactor Conversions

Last week, a National Academies of Sciences, Engineering, and Medicine panel affirmed the goal of eliminating highly enriched uranium (HEU) from civilian use, while recommending step-wise conversion of high performance research reactors using weapon-grade uranium fuel and that the White House coordinate a 50-year national roadmap for neutron-based research. (Full disclosure:  I sat on that committee, and oversaw the NNSA reactor conversion program from 2006-9; this post, however, represents my views, not necessarily those of the committee or NNSA.)

All HEU Removed from Georgia, Again

In 1998, in Operation Auburn Endeavor, the U.S. government helped fly 4.3 kilograms of highly enriched uranium (HEU) and low-enriched uranium (LEU) from vulnerable facilities in war-torn Georgia to the Dounreay reprocessing plant in the United Kingdom. At the time, those in the U.S. government involved in the project, myself included, thought that was all the HEU there was in Georgia. So it was a surprise when the IAEA announced the removal of another 1.83 kilograms of HEU from Georgia – apparently now really the last of the HEU there.
