Many energy consumers, and even analysts and policymakers, confront and frame energy and climate risks in a moral vacuum, rarely incorporating broader social justice concerns. Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

In the aftermath of a terrorist nuclear attack, there would be no chance of convincing governments, utilities, and publics to build nuclear reactors on the scale required for nuclear energy to make any significant contribution to coping with climate change."

But these laws offer little protection against those governments that—through neglect, corruption, or incompetence—fail to keep the materials and technology needed to make nuclear, biological, and chemical weapons from slipping out of their control and across their borders."
