An Accidental Missile Launch and a Lesson for Indian Communications

On 9 March, India accidentally fired a BrahMos supersonic cruise missile into Pakistan. On 11 March, an official Indian statement on the incident acknowledged that “in the course of a routine maintenance, a technical malfunction led to the accidental firing of a missile.” Pakistan, in a press conference on 10 March, had already declared that a “high-speed flying object” from India had entered Pakistani territory. General commentary has criticized India’s sluggish communications in the immediate aftermath of the accident. This article puts Indian messaging around the misfiring to three tests of communication: language, timeliness, and narrative control.

India-US ties after the Westinghouse setback

Nuclear energy powerhouse Westinghouse Electric Co. filed for Chapter 11 bankruptcy on 29 March, with its parent company Toshiba writing off more than $6 billion in losses connected to its US businesses. Westinghouse was engaged in negotiations to build six AP1000 nuclear reactors in India as part of the landmark US-India civilian nuclear agreement. The bankruptcy filing raises fresh questions, not just about the fate of the reactors, but also about the future of the nuclear deal.

The Middle Powers' Congruence: India, France, and Nuclear Technology

"The middle powers' congruence between New Delhi and Paris expanded with French quest for nuclear technology partners outside Europe, especially for technology that had not already been proved to be economically viable. For much of the Cold War, French nonchalance toward nuclear safeguards, frequent foreign policy differences with Washington, and close ties between key Indian and French physicists helped further. From India's point of view, the CEA offered technological assistance, including active encouragement as in 1974, when no other atomic energy commission was willing to offer much."

A Nuclear Nightmare Averted

"This week, with little fanfare, one of the world’s key restraints on the spread of nuclear weapons came under scrutiny, as a month-long review of the Non-Proliferation Treaty (NPT) concluded at the United Nations," writes Graham Allison. "Negotiated over the 1960s, the NPT was signed in 1968 and became international law in 1970. As specified by the treaty, members hold a conference every five years to assess the agreement. The exercise offers insight into our nuclear age, and perspective ahead of the coming debate over a treaty to constrain Iran’s nuclear ambitions."
