The Deal That Got Away: The 2009 Nuclear Fuel Swap with Iran

With concerns and uncertainties regarding Iran’s nuclear future persisting to this day, this paper seeks to review the TRR negotiations and the context in which they unfolded in order to capture some of the lessons of negotiating with Iran regarding its nuclear program, primarily from the viewpoint of senior U.S. officials involved at the time. The paper is also informed by the personal perspective of one of the authors (Poneman) who led the U.S. delegation in the 2009 Vienna talks, and who, prior to this publication, had not publicly elaborated on his experience. The other author (Nowrouzzadeh), who supported the TRR talks in an analytical capacity within the U.S. Department of Defense, also conducted an extensive interview with Poneman as part of their collaboration on this paper. By drawing on existing literature and recent interviews with several senior U.S. officials involved in the negotiations now that over ten years have passed, the authors seek to draw useful lessons from this episode that can assist policymakers in understanding Iran’s nuclear decision-making and in their continued efforts to shape the future trajectory of Iran’s nuclear program.

Iran's Axis of Resistance Rises: How It's Forging a New Middle East

In 2006, in the midst of a fierce war between Israel and the Lebanese militant group Hezbollah, former U.S. Secretary of State Condoleezza Rice famously stated that the world was witnessing the “birth pangs of a new Middle East.” She was right—but not in the sense she had hoped. Instead of disempowering Hezbollah and its sponsor, Iran, the war only augmented the strength and prestige of what is known as the “axis of resistance,” a power bloc that includes Iran, Iraq, Syria, Hezbollah, and Hamas in Palestine.

A Blueprint for Donald Trump to Fix Relations with Russia

In a "policy memo" to President-elect Donald Trump, Graham Allison and Dimitri K. Simes write: "The two Chinese characters that make up the word “crisis” can be interpreted as meaning both “danger” and “opportunity.” Russia today offers your administration not only a serious challenge but a significant opportunity.

Russia is no longer the Evil Empire the United States confronted over decades of Cold War. Nonetheless, Russia remains a player whose choices affect vital U.S. interests profoundly across the agenda of global issues. First and foremost, Russia remains the only nation that can erase the United States from the map in thirty minutes.

Relations with Iran: Questions to Consider

With the successful implementation of the historic nuclear agreement between Iran and the P5+1, a new chapter has opened between Iran and the international community, including the United States. Nevertheless, the future path of bilateral relations between the United States and Iran is uncertain and many challenges exist as the two countries attempt to formulate new terms of engagement. What should U.S. policy be towards Iran after the nuclear agreement? Can the agree­ment open the door to effective collaboration on areas of mutual interest, especially given the rising security challenges and rapidly changing dynamics of the Middle East? Or, will strategic rivalries between Iran and the United States con­tinue to shape and impede cooperation?

Factionalism, Privatization, and the Political Economy of Regime Transformation

This chapter explores the complexity of political processes in Iran and assesses the degree of change and continuity in the Iranian political system in light of the tumultuous events unfolding since 2009. Why have elite power relations in Iran been unsettled, and what is the impact of these factional fluctuations of power and processes of change on the institutional structure of the Iranian regime itself? It is critical to ask whether the manner by which institutional alteration occurs within the regime was conducive to the long-term monopolization of power by a single political faction. If so, has the multifactional and competitive nature of the regime been replaced by one of dictatorship, as may have appeared to be the case? Or, is the regime’s system of elite conflict management and institutional restraint a durable feature that will persist in the foreseeable future?

Can Iran Stay Anti-American?

The dramatic seizure of American navy sailors in the Persian Gulf by the Iranian Revolutionary Guards could have endangeredImplementation Day—when on January 16 Iranian compliance with the nuclear agreement so far was verified and the international sanctions against Iran lifted. Instead of derailing the deal, however, the Guards used the incident, as well as the highly publicized prisoner swap, as symbolic events to send the world a message.By detaining the vessels and broadcasting images of its crew to a global audience, the Guards used the opportunity to reveal the future path of Iranian foreign policy in the wake of the nuclear agreement—a path that can be best described as ‘pragmatic revolutionism.’

The Global Economy Confronts Four Geopolitical Risks

The end of the year is a good time to consider the risks that lie ahead of us. There are of course important economic risks, including the mispricing of assets caused by a decade of ultra-low interest rates, the shifts in demand caused by the Chinese economy’s changing structure, and European economies’ persistent weakness. But the main longer-term risks are geopolitical, stemming from four sources: Russia, China, the Middle East, and cyberspace.

Although the Soviet Union no longer exists, Russia remains a formidable nuclear power, with the ability to project force anywhere in the world. Russia is also economically weak because of its dependence on oil revenue at a time when prices are down dramatically. President Vladimir Putin has already warned Russians that they face austerity, because the government will no longer be able to afford the transfer benefits that it provided in recent years.
