Where Do Divergent US and Chinese Approaches to Dealing with North Korea Lead?

For the United States, the dominant approach has been economic coercion. Despite applying stringent sanctions, the United States has been ineffective in convincing North Korea to give up its nuclear arsenal in return for a brighter economic and diplomatic future. The myriad U.S. sanctions have also failed to halt major progress in North Korea’s nuclear and missile programs. However, these setbacks have not caused the United States to change its strategy of economic coercion. On the contrary, the United States has considerably increased its use of this economic statecraft tool. In contrast, China has deepened its economic engagement with the North Korean regime since the late 2000s. Through the relationship between the Chinese Communist Party and its counterpart the Workers’ Party of Korea, China has cultivated and monetized political ties. Doing so has provided a powerful mechanism through which the Kim family regime—leaders of North Korea’s ruling and prosperous 1 percent—has shored up stability and thrived.

Damage Control: The Breach of the Budapest Memorandum and the Nuclear Non-Proliferation Regime

The Memorandum on Security Assurances in Connection with Ukraine’s Accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), signed in 1994 by Ukraine, and the three NPT depositary states, the United States, United Kingdom and Russian Federation, is not a ratified, legally binding treaty, but a set of high-level political commitments. Its significance is in explicitly linking Ukraine’s sovereignty and security to the NPT, and the basic bargains enshrined in it. The NPT’s depositary states gave Ukraine security assurances in exchange for Kyiv’s renunciation of the world’s third largest nuclear weapons arsenal. Moscow’s manifest violation of this deal when it invaded Ukraine in 2014 not only eroded European security. It has also undermined the rationale of the international nonproliferation regime. While not directly related to the question of the North-Atlantic Alliance’s enlargement, Russia’s disregard for the NPT’s logic has, since 2014, escalated Ukrainian critique of NATO’s insufficient engagement in Eastern Europe, during the last quarter of a century.

An Iranian Nuclear Business Deal for Trump

As the world’s largest nuclear facilities operators, U.S. corporations understand all aspects of nuclear programs. Employing those same corporations to partner and collaborate with Iran on nuclear projects would be a major confidence-building step that would secure trust between the two sides after the sunset provisions of the deal expire. The people of Iran and the United States have never been enemies. Now is the time to seek a legitimate business-based compromise that can allow the United States and Iran to fully execute the JCPOA in full compliance with both the substance and intent of each of the deal’s signatories while pursing the long-term goal of eliminating the growth and proliferation of nuclear weapons and nuclear terrorism. To this end, Iran and the US can in parallel collaborate on eliminating the risk of proliferation in the region and establishing a Middle East free from all weapons of mass destruction.

The Iranian–Saudi Hegemonic Rivalry

Ever since, the IRI has pursued a foreign policy independent from the West, which pitted Tehran against the West, and the U.S. in particular, as well as with pro-Western states in the region, including Saudi Arabia. A Strategy for Dealing with North Korea

New sanctions imposed by the United Nations Security Council on September 11 in response to North Korea’s latest nuclear test are “not significant enough,” according to R. Nicholas Burns, an Atlantic Council board member who served as undersecretary of state for political affairs in the George W. Bush administration.

Sanctions must be part of a “patient long-term strategy” that includes deterrence, working closely with allies, and negotiations, said Burns, laying out the United States’ options for dealing with the North Korean crisis.

A key foreign affairs issue for the Trump administration will be its policy on Iran, as was the case also for the Obama administration. But we have no idea what approach it will take, an uncertainty amplified by the fact that Trump has no experience whatsoever in foreign policy, and no idea whose input he will accept in shaping it. It’s not as if we have no information about his attitude – during the election campaign, Trump made his intention on Iran very clear – but, as with other topics, it is unclear how he will act when once he is forced to translate his intentions into action and realizes that reality is far more complicated than he imagined.
