The Trump administration has never shown much interest in human rights. Last year, it pulled the United States out of the U.N. Human Rights Council. In 2017, within months of President Trump’s inauguration, then-Secretary of State Rex Tillerson said diplomats should not let human rights values become “obstacles” to achieving national goals. Trump has spoken favorably about some of the world’s most vicious dictators.

The networks of middlemen and intermediaries involved in the illicit procurement of weapons of mass destruction (WMD)-related goods and technologies often operate outside of the United States, which presents several legal and political challenges regarding U.S. trade control enforcement activities. This report considers the extraterritorial efforts of U.S. law enforcement in counterproliferation-related activities and their implications. In other words, how does the United States contend with violations of its weapons of mass destruction (WMD)-related trade controls in overseas jurisdictions, and what are the implications for broader U.S. and international nonproliferation efforts, as well as wider international security and economic concerns? 

Two days after presenting his credentials to President Trump, His Excellency Aizaz Ahmad Chaudhry, the newly appointed Ambassador of Pakistan to the United States, expressed optimism about bilateral relations between the two countries. Matthew Bunn and Gary Samore just published an op-ed arguing that the program to build a factory that converts excess plutonium from dismantled nuclear weapons into plutonium-uranium mixed oxide fuel for nuclear reactors has become too expensive. Although the two helped to launch the program in the mid-90s, they argue "It is time to stop throwing good money after bad and pursue cheaper alternatives that will serve our national security better" and "whatever we do with this plutonium in the long term, we should move to put it under international monitoring, and commit never again to use it in weapons..."
