Nuclear Issues

As the IAEA Director General Emeritus, Hans Blix put it “A nuclear accident anywhere is an accident everywhere”. Fukushima revealed that no one state is immune from fallacies that resulted both before and after the nuclear accident. That will be also true with any nuclear terrorism event, which we have been spared thus far.

Jens Stoltenberg,NATO Secretary General, discussed the future of the NATO alliance during this speech, given at the Harvard Kennedy School on September 23, 2016. He described the alliance as a responsive organization, capable of adapting to changes in the international security landscape but committed to the continuity of its founding values. In particular, he emphasized the necessity of maintaining a policy of absolute solidarity among member states, especially  in light of the exacerbating civil war in Syria and Russia’s aggressive stance toward countries to the East of NATO member state borders.

In this presentation for the Institute for Nuclear Materials Management 55th Annual Meeting in Atlanta, Georgia, July 20-24, 2014, Hui Zhang discusses the issue of reducing the danger of nuclear terrorism in China.

As the growth of nuclear industry during the coming decade is considered to increase, the number of cylinder shipments will expand accordingly. Beyond that, new vendors with less experience will enter the uranium conversion and enrichment market. Under such a scenario, there is no reason to discount the disappearance of interest to nuclear proliferation or illicit trafficking of nuclear material. Thus an enhanced system to track UF6 movements is a must. Better to be safe than sorry.

Olli Heinonen writes that though that there is no foolproof plan to chart outcomes, it remains very much within our control to take certain steps and actions that can make the future less uncertain and better managed its direction. The Task Force Assessment Report on Nuclear Monitoring and Verification Technology by the Defense Science Board is essential in providing a forward-looking framework and recommendations to better prepare us to prevent and shape nuclear proliferation choices.

HKS Professor of Practice Matthew Bunn presented this presentation at the Plutonium Disposition Alternatives Workshop for the Union of Concerned Scientists in Washington, DC on January 30-31, 2014.

Matthew Bunn and Will Tobey spoke with Piet de Klerk, the Dutch Sherpa organizing the 2014 Nuclear Security Summit, on October 7 at a United Nations event sponsored by the Dutch mission to the UN. In these slides, Bunn and Tobey provide an updated summary of the threat of nuclear terrorism and recommendations for next steps to reduce the threat, based in part on the new U.S.-Russian report, Steps to Prevent Nuclear Terrorism.

At 6:00 PM on October 3, 2013, George Perkovich, Vice President for Studies and
Director of the Nuclear Program at the Carnegie Endowment for International Peace, gave the 2013 Robert McNamara Lecture on War and Peace, titled "Preventing Nuclear War in South Asia: Unprecedented Challenges, Unprecedented Solutions."
