A full transcript of the speech given by Senator Jack Reed of Rhode Island at the Harvard Kennedy School on April 23, 2018 at the Future of Diplomacy's seminar entitled "A Conversation with Senator Jack Reed on American National Security."

Trevor Findlay, senior research fellow with the International Security Program and Project on Managing the Atom, presented a paper at the International Atomic Energy Agency (IAEA)'s Symposium on International Safeguards in Vienna. The paper was on IAEA nuclear safeguards culture.

As the growth of nuclear industry during the coming decade is considered to increase, the number of cylinder shipments will expand accordingly. Beyond that, new vendors with less experience will enter the uranium conversion and enrichment market. Under such a scenario, there is no reason to discount the disappearance of interest to nuclear proliferation or illicit trafficking of nuclear material. Thus an enhanced system to track UF6 movements is a must. Better to be safe than sorry.

Olli Heinonen writes that though that there is no foolproof plan to chart outcomes, it remains very much within our control to take certain steps and actions that can make the future less uncertain and better managed its direction. The Task Force Assessment Report on Nuclear Monitoring and Verification Technology by the Defense Science Board is essential in providing a forward-looking framework and recommendations to better prepare us to prevent and shape nuclear proliferation choices.

At 6:00 PM on October 3, 2013, George Perkovich, Vice President for Studies and
Director of the Nuclear Program at the Carnegie Endowment for International Peace, gave the 2013 Robert McNamara Lecture on War and Peace, titled "Preventing Nuclear War in South Asia: Unprecedented Challenges, Unprecedented Solutions."

This seminar considered how the International Atomic Energy Agency (IAEA) has reacted to nuclear crises. The IAEA often appears not just to have weathered such crises, but to have successfully leaped through windows of opportunity presented by them. This has resulted in periodic expansions of its mandate, capabilities, and resources. The 2011 Fukushima disaster appears to be a puzzling exception, raising the question of what concatenation of factors needs to be present for the IAEA to take advantage of nuclear crises.

Professor Findlay analyzed the response of the International Atomic Energy Agency (IAEA) to the March 2011 nuclear reactor disaster at Fukushima, Japan. He compared the expectations that the Agency, its member states, and other nuclear stakeholders had of the IAEA's role in such a situation with the harsh reality. Drawing on these insights, he suggested possibilities for strengthening the Agency's capacities for handling the next Fukushima.
