What Stops US and Russia From Stumbling Into War?

As we are all well aware, the original Cold War, which officially ended 40 years ago this month, featured a number of close calls that almost turned it into a hot war. Thankfully, neither the Cuban Missile Crisis of 1962 nor the Able Archer exercise of 1983 (nor any other perilous incidents), led to a war between Washington and Moscow. More recently, however, respected statesmen have again begun to sound alarms. “Not since the 1962 Cuban Missile Crisis has the risk of a U.S.-Russian confrontation involving the use of nuclear weapons been as high as it is today,” former U.S. Energy Secretary Ernest Moniz and former U.S. Sen. Sam Nunn warned in a recent article in Foreign Affairs. I have expressed some doubts about this proposition, but it is nevertheless worth asking what it is—other than the fear of mutually assured destruction—that keeps the U.S. and Russia from stumbling into a war today or tomorrow. Part of the answer lies in the bilateral and multilateral agreements specifically designed to prevent incidents that could escalate into a war.

U.S. and Iranian Choices Are Getting Dangerously Narrow

The smoke is still clearing from the drone strike that killed Quds Force commander Qassem Suleimani, and from the Iranian retaliation against U.S. bases in Iraq, and any conclusions have to be tentative ones. But the history of U.S.-Iran conflict points to a narrow, and possibly dangerous, set of choices ahead.

The Recurring Folly of ‘If You See Something, Say Something’

Bill de Blasio warned New Yorkers on Friday that their city might be subject to retaliatory attacks from Iran. “I’m not saying this to be alarmist,” the mayor said as he and his underlings ticked off—in a slightly alarming fashion—a series of defensive measures the city might take after the American air strike that killed the Iranian general Qassem Soleimani. Though the New York Police Department had received no specific, credible threats, de Blasio and other officials warned of more bag checks at the subways and increased police presence throughout the city. The city is no stranger to terrorism and would maintain a better-safe-than-sorry posture. “If you see something, say something,” de Blasio said.

Recent talk of homeland threats, and the just-in-case operational response, are based on nothing more than the rather uncontroversial assessment that Iran will feel obliged to do something to respond to the killing of Soleimani. The homeland-security practices to which Americans became accustomed after 9/11 long ago became a bad habit—one more divorced than ever before from the kinds of threats the United States might actually face. Intended to calm the public, gestures like the ones de Blasio described presume that Iran would be both reckless and capable enough to target an American city—and that greater vigilance alone would prepare us for that possibility. Now nearly two decades old, the post-9/11 style of security theater also risks masking the real vulnerabilities in the American homeland against a potential Iranian action.

Americans would be wise to brace for war with Iran, writes Susan Rice.

"Full-scale conflict is not a certainty, but the probability is higher than at any point in decades. Despite President Trump’s oft-professed desire to avoid war with Iran and withdraw from military entanglements in the Middle East, his decision to order the killing of Maj. Gen. Qassim Suleimani, Iran’s second most important official, as well as Iraqi leaders of an Iranian-backed militia, now locks our two countries in a dangerous escalatory cycle that will likely lead to wider warfare."

We’re In For A Rough Ride With Iran

In a dangerous world, every US use of military force should be backed up by a careful calculation of risks and a strategy to cope with the adversary’s response. Neither risk-balancing nor strategy is apparent in President Trump’s decision to kill Major General Qassem Soleimani, leader of the Quds Force of Iran’s Revolutionary Guard. With that killing — and Iran’s announcement it would exact a “harsh revenge” — there is a real danger the Middle East will slide even further into the fires of war.

Secretary of State Mike Pompeo started having a tough 2020 only one day into the new year. He was forced to postpone his trip to Kyiv, Ukraine, this week to attend to the new crisis in Iraq. As fraught as Pompeo’s visit to Kyiv was going to be, in the shadow of the impeachment battle, Iraq trumped Kyiv after the New Year’s Eve attack on the U.S. Embassy in Baghdad.

It is President Donald Trump’s failed policy toward Iran that has brought us to this combustible moment.

A Financial Sanctions Dilemma

Over the last two decades, there has been a dramatic increase in the popularity of financial sanctions as an instrument of US foreign policy to address security threats ranging from weapons of mass destruction (WMD) proliferation and terrorism to human rights violations and transnational crime. Washington’s policymakers have prized these tools for their ability to rapidly apply pressure against foreign targets with few perceived repercussions against American business interests. The problem, however, is that Washington is ignoring a growing tension between financial sanctions designed to support economic statecraft (with non-financial goals) and those designed to protect the international financial system. Confusing the two sends mixed signals to adversaries as well as allies and undermines US credibility and commitment to upholding international banking rules and norms. If Washington cannot reconcile these competing processes, it is unlikely that future administrations will enjoy the same foreign policy levers, leaving the United States at a significant disadvantage.
