A Tortoise Approach for US Nuclear Research and Development

In Aesop's fable, a swift hare races with a deliberate tortoise. In the end, the tortoise wins by taking a slow and steady approach. The authors argue that, given the economic constraints on US deployment of nuclear power, a "tortoise strategy" is more prudent for US government nuclear R&D efforts.

Harvard Kennedy School’s Belfer Center for Science and International Affairs and Bank of America today announced the formation of The Council on the Responsible Use of Artificial Intelligence (AI), a new effort to address critical questions surrounding this far-reaching and rapidly evolving application for data and technology.

Remembering Our Colleague Professor Calestous Juma

Our colleague Calestous Juma—who passed away on December 15 at age 64 after a long illness—was a pioneering, prolific, and influential scholar/practitioner in science and technology policy for sustainable well-being. He joined Harvard Kennedy School (HKS) in 1999 as Director of the Science, Technology, and Innovation Project (a joint venture of the Belfer Center for Science and International Affairs and the Center for International Development) and became Professor of the Practice of International Development in 2002, a position in which he maintained his exceptional productivity and engagement with policy, despite illness, up to the time of his death.

Q&A: Daniel Schrag

| Fall/Winter 2015-2016

Daniel Schrag, the Sturgis Hooper Professor of Geology and professor of environmental science and engineering at Harvard, is the new director of the Belfer Center’s Science, Technology, and Public Policy Program (STPP). Schrag, who has a doctorate in geology, also directs the Harvard University Center for the Environment. He studies climate and climate change in the distant past and works on issues related to energy technology and policy. Schrag is also a member of President Obama’s Council of Advisors for Science and Technology.

Daniel Schrag to Direct Belfer Center's Science, Technology, and Public Policy Program

Cambridge, MA – The Belfer Center for Science and International Affairs has named Daniel Schrag, Sturgis Hooper Professor of Geology and Director of the Center for the Environment at Harvard University, to lead its Science, Technology, and Public Policy program. STPP, one of Harvard's most collaborative and cross-disciplinary programs, is renowned world-wide for its cutting-edge research on technology innovation, nuclear non-proliferation and safety, climate science and policy, cybersecurity, and globalization and development.

Regional Water Implications of Reducing Oil Imports with Liquid Transportation Fuel Alternatives in the United States

The Renewable Fuel Standard (RFS) is among the cornerstone policies created to increase U.S. energy independence by using biofuels. Although greenhouse gas emissions have played a role in shaping the RFS, water implications are less understood. We demonstrate a spatial, life cycle approach to estimate water consumption of transportation fuel scenarios, including a comparison to current water withdrawals and drought incidence by state. The water consumption and land footprint of six scenarios are compared to the RFS, including shale oil, coal-to-liquids, shale gas-to-liquids, corn ethanol, and cellulosic ethanol from switchgrass.

Making Carbon Capture and Storage Work

"This chapter focuses on how the United States can accomplish ... reducing carbon dioxide emissions from fossil fuels. I argue that demonstration and deployment of technologies to capture carbon dioxide from large stationary sources, storing the waste CO2 in geological formations, is likely to be an essential component of any carbon reduction strategy, both for the United States and for the world, and is also consistent with economic and security concerns. It also reviews the major technical challenges involved with widespread deployment of carbon capture and storage, and discusses policies that would lead to the specific goal of capturing and storing the CO2 from all large stationary sources by the middle of this century."
