An excerpt from an interview with Fran Ulmer, Senior Fellow with the Belfer Center’s Arctic Initiative, explains what we might expect from the transition to Norwegian leadership, as well as possible paths forward for the Arctic Council and Arctic governance more broadly. In March 2022, seven of the eight Arctic states announced an unprecedented pause in the operations of the Arctic Council in protest of Russia’s invasion of Ukraine. Elizabeth Hanlon sat down with Arctic Initiative Senior Fellow Fran Ulmer to understand what we might expect when Norway assumes the Chairship of the Council from Russia on May 11, 2023.

In January, Harvard Kennedy School students Jonny Yau (MPP 2024) and Stirling Haig (MPP 2024) traveled to Tromsø, Norway, for a week-long intensive workshop hosted by the Arctic Academy for Social and Environmental Leadership (ARCADE). As part of the workshop, Yau and Haig joined Arctic Initiative team members at the 2023 Arctic Frontiers Conference, an annual meeting of scientists, policymakers, and business leaders focused on sustainable development in the Arctic.

Legal scholar Andrey Todorov, Postdoctoral Research Fellow with the Arctic Initiative, reflects on the recent agreement reached by United Nations delegates to protect biodiversity in international waters and its implications for the Arctic. 

Riikka Karppinen, a prominent youth leader, environmental activist, and politician from Finnish Lapland, has been appointed to the International Advisory Board of Harvard Kennedy School’s Arctic Initiative. As a Board member, Karppinen will leverage her substantial expertise in nature conservation, policymaking, activism, and communication to help the Arctic Initiative advance its research and education goals and train the next generation of interdisciplinary Arctic experts and leaders.

In January, two dozen Indigenous youth from across the circumpolar North visited Cambridge for the International Workshop on Indigenous Youth Leadership for the Changing Arctic. They joined Harvard Kennedy School students for the second half of IGA-67M: “Policy and Social Innovation for the Changing Arctic” for an intensive course in developing their own policy and social innovations to address issues in a region warming four times faster than the rest of the world. 

On December 3, 2022, Nicola De Blasio, Senior Fellow with the Belfer Center’s Environment and Natural Resources Program (ENRP), chaired a panel discussion, “Is Hydrogen Our Future?,” at the Rome MED – Mediterranean Dialogue (Rome MED), an annual high-level conference on Mediterranean geopolitics. The panel discussion was part of ENRP’s Future of Hydrogen project’s ongoing engagement with global policymakers, who are increasingly viewing hydrogen as a solution to meeting their decarbonization and energy security goals. 

The Environment and Natural Resources Program’s Future of Hydrogen project published several papers this year investigating renewable hydrogen production, use, and trade between countries. In the following interview, Senior Fellow Nicola De Blasio and Research Fellow Laima Eicke share their insights on green hydrogen's growing economic and political momentum. 

In October, members of the Belfer Center’s Arctic Initiative joined more than 2,000 Arctic policymakers, scholars, business leaders, and residents in Reykjavík, Iceland, for the Arctic Circle Assembly—the world’s largest annual gathering on Arctic issues. The Arctic Initiative delegation of students presented innovative ideas for Arctic resilience.
