Imagining a New National Security Act for the 21st Century

Imagine if you woke up tomorrow to news of:

  • A massive cyber-attack that irreparably damaged financial markets and shut down critical infrastructure, or
  • A significant conventional defeat due to strategic surprise like happened at Pearl Harbor, or
  • The release of a manufactured pathogen that marks the beginning of a new global pandemic.

Please join the Intelligence and Applied History Projects at the Belfer Center, Harvard Kennedy School, for a day of thoughtful discussion about the top challenges facing the existing intelligence and national security mechanisms in the United States, and possible mitigation strategies to ensure that the U.S. has the people, structure, systems, integration, legal authority, and partnerships needed to protect national interests in the years ahead. Panelists include intelligence historians Dr. Sara Castro, Dr. Michael Warner, and Dr. James Wirtz, and former intelligence practitioners Sue Gordon and Ellen McCarthy. Former Director of National Intelligence James Clapper will provide a keynote address. At the conference, we will showcase the winners of our essay competition: A New National Security Act for the 21st Century.

What would it mean for U.S. defense and intelligence programs and strategy going forward? What is Russia likely to do with Ukraine after occupying it? What are potentially unexpected or unanticipated consequences?

Sanner, former Deputy Director of National Intelligence for Mission Integration and presidential daily briefer, in conversation with Intelligence Project Director Paul Kolbe on these long-term questions relating to the rapidly-evolving Ukraine situation. Climate Change, Intelligence, and Global Security

Climate Change, Intelligence, and Global Security is a half-day conference co-sponsored by the Intelligence Project and the Environment and Natural Resources Program at Harvard Kennedy School's Belfer Center for Science and International Affairs along with the Center for Climate and Security. 

Headlined by John Kerry, Special Presidential Envoy for Climate, the conference will directly follow the April 22/23 Earth Day Leaders Climate Summit, and will emphasize the critical need for international cooperation and global leadership to collectively address the security threats posed by the climate crisis. We will convene senior climate experts, current and former intelligence officers, and leaders in the private sector and academia to facilitate productive dialogue and innovative solutions for combating the climate crisis. The four panels will examine climate change from a security perspective, discuss the role of the intelligence community in monitoring and mitigating the threats posed by climate change, explore new ways of thinking about international intelligence cooperation, and examine the role and contributions of the private sector.

This conference is virtual, open to the public, and free to attend.  Advanced registration is required. Please register individually for each session.
