With the Iranian presidential elections on the horizon, indicators are pointing towards another shift in Iran’s factional alignments. In this blog post for Iran Matters, Iran Project Director Payam Mohseni argues that Iran’s conservative and theocratic forces are overcoming the stark divisions within their power base and gaining significantly more unity and cohesion in their support of Raisi and opposition to Rouhani.

The Iran nuclear deal was officially implemented on Saturday, as Iran successfully fulfilled its initial key nuclear commitments and the international community relieved major sanctions, including unfreezing about $100 billion of Iranian money. Implementation Day was met with applause from deal supporters in the U.S. and Iran, while critics have raised questions about whether Iran will adhere to its requirements and how it will flex its newfound economic power. Also in recent days, the U.S. and Iran agreed to a prisoner swap that led to the freedom of Washington Post reporter Jason Rezaian and others, and negotiated the release of American sailors detained in Iran. What does the arrival of Implementation Day mean for Iran’s nuclear program and nuclear nonproliferation, and how does it bode for the future of U.S.-Iran relations? We asked Belfer Center experts to weigh in on these and related questions.

The recently announced framework agreement between the P5+1 and Iran regarding the Iranian nuclear program may herald a potential breakthrough in the difficult nuclear negotiations, but it remains only a framework, with key details still to be filled in. What could happen if the Iranian nuclear talks fail?

Payam Mohseni, just returned from a long trip to Iran, offers his observations on Iranian attitudes toward nuclear negotiations gleaned from meetings with Iranians from across the political spectrum. He finds a distinct disconnect between Iranian and American perceptions of the relationship between the two countries.

The interim agreement on Iran’s nuclear program holds important implications not only for international security and global affairs but for domestic Iranian politics as well.  The deal has preserved and broadened the support base of President Hassan Rouhani’s administration—one that was already the most plural and cross-factional in the history of the revolution.  It has also furthered the rebalancing of the Iranian elite toward moderate political forces and kept open the door for the possibility of meaningful economic and political reforms in the future.  How this transformative process unfolds though will largely depend on both the developments that occur regarding a final nuclear deal as well as the political fissures and interplay among the elite and the populace.  The domestic implications of a final comprehensive settlement, however, would be tremendous.
