Ever since the World Health Organization declared Europe the new epicenter of the coronavirus pandemic on March 13, China has seized the opportunity to provide relief to some of the worst-hit European countries as part of a concerted PR offensive aiming at polishing up the Communist Party’s image internationally and — above all — domestically. Although China’s aid offers have generally been welcomed by those leaders struggling to contain the outbreak, it is still far too early to conclude that Beijing is actually winning over any European hearts and minds. 

Several major tests and roadblocks are expected during the next several months, including whether the EU and China can agree on a bilateral investment agreement and whether European governments give the Chinese company Huawei contracts for building out 5G networks. Yet, despite the more assertive European approach, the EU remains keen on maintaining cordial relations with Beijing and ensuring strong continued business ties.

Hong Kong is unique. While the writer Han Suyin’s description—“a borrowed place, on borrowed time” —seemed redundant upon the return of the territory to China on July 1, 1997, the former British colony appears to be perpetually exposed to uncertainty over its future. Despite long months of sociopolitical crisis and violence, Hong Kong has once again shown that it has lost none of its personality. Amidst the climate of upheaval and faced with a Chinese regime determined to obstruct any hopes of democracy, the people of Hong Kong have managed to attract international and media attention, marking them out from any other Chinese territory—including those that enjoy special status: Tibet, Inner Mongolia, Macao, and even Xinjiang, where nearly a million people from the minority Uyghur ethnic group are confined to “re-education” camps. No other Chinese region has been able to attract such attention.

The evolving strategic dynamics in the Indo-Pacific are of paramount importance for the future of the rules-based international order. While the United States is redirecting strategic focus to the region as part of its Free and Open Indo-Pacific strategy, Europe is also stepping up its role—leveraging a strong economic profile, long-standing bilateral ties, and active engagement in various regional multilateral forums. The European Union (EU) and its member states can make distinct contributions to an open, transparent, inclusive, and rules-based regional order, though not necessarily always in lockstep with Washington.

China’s complex relationship with the European Union is symbolised through the events of November 2019. Chinese President Xi Jinping flew to Greece almost as soon as French President Emmanuel Macron concluded his 3-day state visit to China on 6 November. China boasts a successful investment here — the Piraeus harbour of Athens.

Macron's second official visit to the country should be about more than feeding the growing appetite for consumption by the Chinese. Rather, Macron ought to use his meetings with his Chinese counterpart and other top officials to boldly advance a broader European agenda on issues ranging from climate change to intellectual property and even to human rights.

Over the years, China has become increasingly powerful politically, diplomatically, militarily. Xi acknowledged China’s intention of reaching the top position in a number of key-sectors such as robotics, AI, electric cars, biotech and aviation. Moreover, China expanded its programs such as the Belt and Road Initiative. This strategy has been met with a strong pushback from America as well as a number of countries in South Asia, Central Asia, Eastern Europe and Africa.
