Germany, in particular, recognizes that unless the E.U. can quickly show a readiness to reform and streamline its bureaucracy, other nations may follow Britain out the door. The outgoing EU Trade Commissioner Karel de Gucht delivered an address entitled “Trade and Geopolitics: T-TIP, Ukraine and beyond” and led a discussion with students and experts on September 11. Commissioner de Gucht discussed some of the major political obstacles for European member states in balancing protectionist policy with mutually beneficial objectives.

At a recent meeting of German business and foreign-policy leaders, one participant summed up an anxiety that’s almost palpable here: “Europeans have a sense of being left alone. You Americans don’t understand how much we need you.”
