Should the United States Normalize Relations with the Taliban?

| Aug. 21, 2023

Foreign Affairs has recently published a number of articles on how the United States should engage with the Taliban government in Afghanistanextremist forces within the regimehow the West can help ordinary Afghans, and the fate of the country’s women. To complement these essays, Foreign Affairs asked a broad pool of experts for their take. As with previous surveys, Foreign Affairs approached dozens of authorities with expertise relevant to the question at hand, along with leading generalists in the field. Participants were asked to state whether they agreed or disagreed with a proposition and to rate their confidence level in their opinion. Two Belfer Center experts participated, International Security Executive Editor Jacqueline L. Hazelton and Future of Diplomacy Project Senior Fellow Paula Dobriansky.

Ownership of reforms by citizens is often presented as important for success. This paper explores media engagement and support for economic reforms in the Gulf Cooperation Council (GCC) countries using text analysis techniques on publicly available sources. Results show that while reform efforts have intensified in recent years in the GCC, these efforts tend to focus on stronger rather than weaker policy areas, potentially limiting the growth-enhancing effect of reforms. Social media analysis using Twitter shows that the population’s support for reforms has been declining. The analysis of traditional
news media points to more engagement by international than by local media. However, sentiment from international media is less positive about economic reforms in the GCC. Sentiment in international media and social media matters, as evidenced by its positive and strong correlation with FDI inflows into the GCC.

| March, 2019

When do autocratic rulers in oil-producing countries support private sector development? We argue that the size of oil rents per capita has an important effect on ruler support for the rule of law, respect for private property rights, and other factors that promote private investment.

Europe and the Developing World

| Jan. 21, 2019

In the turbulent times of difficult EU-US relations, Brexit, and rising nationalism in Europe, this course analyses the impressive extent of EU presence in the developing world. It first introduces theories, concepts and decision-making processes related to EU foreign policy (by both Member States and EU institutions). In particular, we analyse the processes within the European Communities, and the CFSP (Common Foreign and Security Policies) / CSDP (Common Security and Defence Policies) frameworks. The course then critically assesses security and economic policies towards the developing world. Themes to explain the nature of contemporary EU foreign policies include: European integration (intergovernmentalism and supranationalism, neoliberalism and ethical foreign policy), diplomacy, post-colonialism, military and civilian means for conflict-management, and also policies on migration, asylum and

| Jan. 03, 2019

During the Trump administration, the usual ways of conducting diplomacy have been upended. Many positions in the State Department have never been filled, and meetings with foreign leaders such as Kim Jong-un and Vladimir Putin have been undertaken with little advance planning. What effect are these changes having now, and how will they affect ongoing relationships between the United States and its allies and adversaries?
