Ownership of reforms by citizens is often presented as important for success. This paper explores media engagement and support for economic reforms in the Gulf Cooperation Council (GCC) countries using text analysis techniques on publicly available sources. Results show that while reform efforts have intensified in recent years in the GCC, these efforts tend to focus on stronger rather than weaker policy areas, potentially limiting the growth-enhancing effect of reforms. Social media analysis using Twitter shows that the population’s support for reforms has been declining. The analysis of traditional
news media points to more engagement by international than by local media. However, sentiment from international media is less positive about economic reforms in the GCC. Sentiment in international media and social media matters, as evidenced by its positive and strong correlation with FDI inflows into the GCC.

A Green and Political Europe

The Project on Europe hosted a post-COP 26 discussion about how European integration of a climate change agenda is now at the very center of its political project. Europe is exiting almost two decades of existential crisis during which it lost its narrative: it no longer had a compelling story to tell. It has now found it once again. Today, a green Europe represents a normative vision, an economic growth strategy, as well as a route to a political Union: it promises to be the new narrative to revive the European project. Precisely because it is so existential for the future of Europe, getting both the story and the practice right is crucial. This is a tall order.

For a Green Europe, Go Global or Go Home

A normative vision for the future, it represents both a clear growth strategy and a route to a political union for the bloc. Yet, as has been made clear at the U.N.’s Climate Change Conference (COP26) in Glasgow this week, the EU — responsible for only around 8 percent of global emissions — is but a small part of the global picture. And a green Europe can only be realized if it’s a global one too.

In the turbulent times of difficult EU-US relations, Brexit, and rising nationalism in Europe, this course analyses the impressive extent of EU presence in the developing world. It first introduces theories, concepts and decision-making processes related to EU foreign policy (by both Member States and EU institutions). In particular, we analyse the processes within the European Communities, and the CFSP (Common Foreign and Security Policies) / CSDP (Common Security and Defence Policies) frameworks. The course then critically assesses security and economic policies towards the developing world.
