5 Conservative Principles for Dealing With Russia

Secretary of State Rex Tillerson arrived in Moscow on Tuesday with perhaps more experience negotiating with Russians than any new secretary of state since John Quincy Adams — whose first diplomatic mission to Saint Petersburg preceded his admission to Harvard, and who served as our young republic’s first minister to the czarist court. Tillerson needs no advice on how to deal with Moscow, but he leaves behind a country riven by arguments about Russia. Democrats are furious over interference in the U.S. presidential election, whereas some Republicans have developed a blind spot in the weather eye they traditionally train on U.S. national security issues. Reestablishing a rough consensus on principles to guide American relations with Russia, therefore, is a high foreign policy priority. Five ideas might start that process.

A Conservative’s Prescriptive Policy Checklist: U.S. Foreign Policies in the Next Four Years to Shape a New World Order

Based on the rigorous definition of vital U.S. national interests, this essay proposes a prescriptive checklist of U.S. policy steps that would strengthen the domestic base of American external actions; reinforce the U.S. alliance systems in Asia and Europe; meet the Chinese and Russian challenges, while improving the quality of diplomatic exchanges with Beijing and Moscow; reshape U.S. trade policy; gradually pivot from the Middle East to Asia (but not from Europe); maintain the nuclear agreement with Iran; and confront international terrorism more aggressively, but with minimal U.S. boots on the ground in ungoverned areas and without nation building.

On June 23 and 24, twenty five experts met at Harvard University’s Kennedy School of Government under the auspices of the Geopolitics of Energy Project at the Belfer Center for Science and International Affairs. The group, which included experts from academia, the financial sector, government, and the energy industry, spent an evening and the following full day discussing and debating the possible energy implications of a nuclear deal between the P5+1 and Iran.

In Iraq, Obama Has Two Terrible Choices

In his efforts to save Iraq, President Obama is right to demand more power-sharing and other political reforms from Iraqi leaders before the United States offers more military assistance. But Obama should not think he can hold off offering such assistance until he secures those reforms—not if he wants to prevent the bloody breakup of the country and a wider regional war. As sensible as a conditional approach seems, the president simply doesn’t have that option open to him.

Challenges to U.S. Global Leadership

In a Harvard Kennedy School IDEASpHERE session titled "Challenges to US Global Leadership," Graham Allison, Nicholas Burns, David Gergen, David Ignatius, and Meghan O’Sullivan discussed challenges as well as opportunities facing the United States. Burns moderated the session.

Challenges include the rise of China and the future of the U.S.-China relationship, the crises taking place around the world, and the reputation of the U.S. worldwide. An unexpected opportunity is the increase in available energy sources in the United States.
