Participants were asked to state whether they agreed or disagreed with a proposition and to rate their confidence level in their opinion. Two Belfer Center experts participated, International Security Executive Editor Jacqueline L. Hazelton and Future of Diplomacy Project Senior Fellow Paula Dobriansky.
