China’s Climate Commitments Face Major Challenges

In recent years, the relationship between China and the United States has been characterized by rising geopolitical tensions, and cooperation and coordination between the two countries has become something of a pipe dream. Yet there is one issue where the interests of both clearly overlap: climate change. A global temperature increase of 3°C will damage the economies and social fabric of both the United States and China—an outcome that both countries want to avoid.

Students Offer Solutions at Arctic Innovation Lab

Fall/Winter 2019-2020

The Arctic Innovation Lab, organized by the Belfer Center’s Arctic Initiative, brings international student leaders together to present innovative solutions to complex challenges facing this vulnerable region. With topics such as food security, geopolitics, and waste management, 13 students pitched their ideas at the October 2019 Arctic Circle Assembly in Reykjavík, Iceland, the largest annual global gathering on Arctic issues.

The Arctic is region is growing rapidly in global prominence, due in large part to the environmental changes caused by global warming. Rising temperatures and the receding sea ice reveal untapped natural resources and lucrative new trade routes. Non-Arctic nations, including China and India, are joining in the discourse on the region as new economic opportunities open up. Meanwhile, the four million human residents of the land north of the Arctic circle, many of them Indigenous peoples, are facing the reality of dramatically changing life because of human-caused climate change and an uncertain future.

Could an Arctic Agreement Revolutionize Global Trade?

Confronting Dangerous Climate Change

From the endangered Arctic to the nation’s capital, the challenges posed by human-caused climate change have been front and center at the Belfer Center’s Environment and Natural Resources Program (ENRP).

ENRP sponsored a delegation of 12 HKS students and Belfer Center research fellows to attend the 2014 Arctic Circle Assembly, held in Reykjavik, Iceland from October 29 to November 2. The Assembly convened delegations from 40 nations as well as senior industry and NGO leaders to discuss national security and energy as well as environmental issues facing the region.

Falling Short: A Reality Check for Global LNG Exports

In 2012, when many energy experts argued that oil production had peaked, Leonardo Maugeri published “Oil: The Next Revolution,” which forecast a glut of oil and collapsing prices in the next several years. His prediction proved prescient. Now, as analysts look past today’s oil-market drama to a near future of robust liquefied natural gas exports, Maugeri is again challenging conventional wisdom. The long-hoped-for and hyped-up gas market, he concludes, will disappoint.

“Falling Short: A Reality Check for Global LNG Exports” details the new findings by Maugeri, a former oil industry executive who is now an associate with the Geopolitics of Energy project at Harvard Kennedy School’s Belfer Center for Science and International Affairs.

The Effect of Local and Global Learning on the Cost of Renewable Energy in Developing Countries

High upfront costs are a critical barrier for investments in clean infrastructure technologies in developing countries. This paper uses a case study of Thailand's electricity sector to create realistic estimates for the relative contributions of local and global technological learning to reducing these cost in the future and discusses implications of such learnings for international climate policy.
