"Post-Durban Climate Policy Architecture Based on Linkage of Cap-and-Trade Systems"

The outcome of the December 2011 United Nations climate negotiations in Durban, South Africa, provides an important new opportunity to move toward an international climate policy architecture that is capable of delivering broad international participation and significant global CO2 emissions reductions at reasonable cost. This paper addresses an important component of potential climate policy architecture for the post-Durban era: links among independent tradable permit systems for greenhouse gases.

Harvard Kennedy School Announces 2011 Roy Family Environment Award

CAMBRIDGE, MA— The John F. Kennedy School of Government at Harvard University announced today that the 2011 Roy Family Award for Environmental Partnership will be given to Refrigerants, Naturally!, an alliance of corporations substituting environmentally-harmful fluorinated gases ("F-gases", such as CFCs, HCFCs and HFCs) with natural refrigerants in their commercial refrigeration installations. Natural refrigerants are climate and ozone friendly gases that exist naturally in the biosphere, i.e. ammonia, carbon dioxide, and hydrocarbons.

The Essential Pillars of a New Climate Pact

THE climate change summit at the United Nations on Tuesday is aimed to build momentum for the 15th Conference of the Parties to the UN Framework Convention on Climate Change in Copenhagen in December, where nations will continue negotiations on a successor to the 1997 Kyoto Protocol, which expires in 2012. To be successful, any feasible successor agreement must contain three essential elements: meaningful involvement by a broad set of key industrialized and developing nations; an emphasis on an extended time path of emissions targets; and inclusion of policy approaches that work through the market, rather than against it.

Economic Incentives in a New Climate Agreement

The Harvard Project on International Climate Agreements has agreed to help the Office of the Danish Prime Minister, in its role as incoming President of the 2009 Conference of the Parties, to prepare background papers and on-site briefings for a series of very high-level dialogues on climate change policy, hosted by the Prime Minister. These dialogues will each include about 25 participants, including CEOs of European and U.S. corporations, key officials from national governments and intergovernmental organizations, and leaders of major environmental NGOs. This paper on the subject of economic incentives was prepared by the Harvard Project leadership for the first dialogue.
