"Sustaining African agricultural transformation will require national policy approaches which emphasize the need to transition toward sustainable agriculture. More specifically, they will need to pursue strategies that allow for the integration of precision agriculture in existing farming methods. Such policies could focus on six key elements: biological diversity; ecology and emerging technologies; infrastructure; research and training; entrepreneurship and regional trade; and improved governance of agricultural innovation."

On Friday, October 10, Calestous Juma, professor of the practice of international development and director of the Belfer Center's Science, Technology, and Globalization Project, was awarded the coveted Lifetime Africa Achievement Prize (LAAP) during a ceremony in the Akwa Ibom State in Uyo, Nigeria.

"To harness the globally available technologies, African leaders will need to take into account the multisectoral dimension of African agriculture and pay particular attention to the urgency of investing in rural infrastructure, higher agricultural training and creation of regional markets."

"In 2012 alone, six African countries elected engineers for presidents; in fact, Africa currently boasts the highest number of presidents with technical backgrounds in the world. Independent African think-tanks like the African Centre for Technology Studies that Juma planted in 1988 — the first of its kind — are generating African perspectives on science, technology, and development. Although the cacophony of global debate surrounding Africa often drowns out the voices of Africans themselves, Juma knows that African leaders and youth can be immunized from outside opinions and interests if they can just be empowered to form their own. As their cheerleader, that is his goal."

This brief looks at the so-far inadequate responses of the Chinese government and makes the case that new institutions are needed to allow China to meet this growing challenge.

As Africa's position in the world continues to grow and evolve in 2014, the Brookings Africa Growth Initiative continues its tradition of asking its experts and colleagues to identify what they consider to be the key issues for Africa in the coming year.

"Although the country has successfully imported model environmental policies, it has yet to develop the complex institutional infrastructure needed to make them work, especially an independent judiciary, a capable bureaucracy, and effective co-operation between central and local governments."

"A legitimate US climate policy regime enables other countries to create their own domestic policies. Many countries have long been ready to act on climate change, but struggled to justify climate policies to their own people when the United States, the largest pollution emitter in the world, was not seriously pursuing emissions reductions."

"Beijing needs to stop relying on technology to avoid making hard choices about scarce resources. The United States and the rest of the world need to push the Chinese government to make its development more sustainable through political reform, lest China's economy and social stability be endangered."

"China's major cities have long been notorious for their high levels of air and water pollution, but such visible signs of threats to human health are thrusting environmental hazards into the public eye like never before. The Chinese government has taken some steps to address public concern at these hazards, but if either history or the experience of other countries is any guide, Beijing needs to take public opinion seriously to avoid future environmental crises."
