The Trump-Putin Summit’s Potential Nuclear Fallout

The July 16 summit in Helsinki between Presidents Donald Trump and Vladimir Putin presents a unique opportunity to reverse the dangerous nuclear competition between the United States and Russia and should be welcomed, despite its inherent risks. The opportunity to stabilize U.S.-Russian nuclear relations by extending New START, a key nuclear treaty that is set to expire in 2021, is paramount and worth the issues that come with any meeting between Trump and Putin.

A Roadmap for the Day After the Trump-Kim Summit

President Trump surprised almost everyone—probably not the least Kim Jong-un—when he agreed to meet the North Korean leader at the end of May (now maybe early June). By accepting Kim’s invitation, President Trump overturned decades of conventional wisdom on how to separate North Korea from its nuclear and other WMD programs. If Trump and Kim meet—as of now this is still a big “if,” although North Korea has now confirmed its willingness to meet directly—the summit could be an important ice breaker and open up a chance to resolve the North Korean nuclear crisis and bring peace to the Korean peninsula. But success, however remote it may seem, will require new thinking and entail major risks. It will also require a plan.

This report recommends policies and actions to improve the return on investment the U.S. government makes in sponsoring research and development (R&D) at the Department of Energy's (DOE) seventeen National Laboratories ("Labs"). While the Labs make a unique and significant contribution to all of the Department of Energy's missions, the authors develop the idea that for the Labs to fully support DOE's energy transformation goals, their R&D management practices need to be updated to better reflect current research into innovation systems and management. They also highlight the necessity of Lab interactions with industry in order to impact the nation's energy infrastructure investment, which is, for the most part, privately held.

Center's Energy Work Wields Impact and Influence Around the World

The Belfer Center began researching energy technology issues in the late 1990s. Its mission was “to determine and promote the adoption of effective strategies for developing and deploying cleaner and more efficient energy technologies that can reduce greenhouse gas emissions, reduce dependence on fossil fuels and stress on water resources, and improve economic development.”

In this issue, we look at the history and influence of the Center’s energy innovation efforts in the past two decades by focusing primarily on ETIP’s work in the U.S. and China.

The Pressing Energy Innovation Challenge of the US National Laboratories

Accelerating the development and deployment of energy technologies is a pressing challenge. Doing so will require policy reform that improves the efficacy of public research organizations and strengthens the links between public and private innovators. With their US$14 billion annual budget and unique mandates, the US National Laboratories have the potential to critically advance energy innovation, yet reviews of their performance find several areas of weak organizational design. This article discusses the challenges the National Laboratories face in engaging the private sector, increasing their contributions to transformative research, and developing culture and management practices to better support innovation. The authors also offer recommendations for how policymakers can address these challenges.
