Alaska is an important region for the Department of Homeland Security (DHS), given the
Department’s statutory authority and responsibilities. This reality applies with particular force to the U.S. Coast Guard (USCG), with its jurisdiction over fisheries enforcement, drug interdiction, marine safety, oil spill response, search and rescue, and more. This policy brief provides an overview of the challenges facing the USCG in its domains of operation around Alaska—the Arctic Ocean, the North Pacific Ocean, the Bering Sea, the
Chukchi Sea, and the adjacent communities.

Daniel Schrag and Henry Lee discuss the policies China could enact in the near-term to ease its transition to a low-carbon economy, the subject of their book Foundations for a Low-Carbon Energy System in China (Cambridge University Press, 2021). 

As climate change and economic activity in the region accelerate in the Bering Strait region, the United States and Russia have a common interest in mitigating these shared environmental risks. A November workshop hosted by Harvard Kennedy School’s Arctic Initiative, the Wilson Center’s Polar Institute, and the World Wildlife Fund (WWF) brought together seventeen experts to explore potential actions that the United States and Russia could pursue, jointly or independently, to protect the Bering Strait’s sensitive marine ecosystem and coastal communities. 

The energy transition has made deep-sea mining for critical minerals cost-competitive for the first time, and Chinese companies are champing at the bit to start mining at a commercial scale. The United States and its partners, by contrast, have been caught on the back foot when it comes to China’s stranglehold on the critical mineral supply chain. With the geopolitical rivalry between China and the United States intensifying, many Western observers say the United States can’t afford to lose the scramble for the seabed. 

Institutional reforms are key to China tackling climate change. More are needed to secure a low-carbon future, write Henry Lee and Daniel Schrag.

How can China make good on its pledge to reach carbon neutrality by 2060? In Foundations for a Low-Carbon Energy System in China, a team of experts from China and the United States explains how China's near-term climate and energy policies can affect long-term decarbonization pathways beyond 2030, building the foundations for a smoother and less costly national energy transformation.

Renewable hydrogen offers significant advantages for China. It can help Beijing meet its climate and pollution goals—at a time when coal continues to dominate—while avoiding increased reliance on imported fuels. As a readily dispatchable means of storing energy, hydrogen can help to address intermittency and curtailment issues as renewable energy increases its share of China’s energy mix. As a sustainable mobility energy carrier, it can power fuel-cell electric vehicles or be the base for synthetic fuels. Finally, renewable hydrogen can open new avenues for developing clean technology manufactured goods for both internal and export markets.

Arctic Innovator Jenna Stark recommends closing the crisis-related collaboration gap in the polar region. Greater communication between emergency response specialists is needed both for the Arctic to weather the current coronavirus crisis and also to prepare for and mitigate future disasters, such as assuring food security for remote communities in the event of a wildlife disease outbreak.

The United States and Iran have engaged in a constant raising of the stakes as a means of securing leverage ahead of possible nuclear negotiations. This is a classic bargaining pattern but in the current context, such an approach is particularly risky due to the potential for misperceptions. The complexities of domestic and regional dynamics are also a factor. In such a situation, absent clear understanding of the other’s motivations and tactics, raising the stakes—rather than securing leverage for effective negotiations—could steer the United States and Iran towards a path toward war.

China's national carbon emissions trading program is expected to become the world's largest carbon market and is critical for achieving China's domestic mitigation goals. But China's trading program is likely to face significant challenges, due to its large scale and high complexity. To address these challenges, we provide a series of policy recommendations, including capacity building from central to local levels, wise selection of allowance allocation methods to cope with changing economic realities, and deepening market-oriented reforms in energy sectors and SOEs.
