The Future of Renewable Hydrogen in the European Union: Market and Geopolitical Implications

This paper focuses on the market and geopolitical implications of renewable hydrogen adoption at scale in the European Union (EU). The authors analyze long-term strategies based on three reference scenarios in which the EU prioritizes a different strategic variable: energy independence, cost (optimization), or energy security. Developing competitive and secure hydrogen markets will require close coordination between policy, technology, capital, and society—and for EU countries to unite behind a shared long-term vision.

To accelerate the global transition to a low-carbon economy, all energy systems must be actively decarbonized. While hydrogen has been a staple in the energy and chemical industries for decades, clean hydrogen – defined as hydrogen produced from water electrolysis with zero-carbon electricity – has captured increasing political and business momentum as a versatile and sustainable energy carrier in the future carbon-free energy puzzle.

Revitalizing Nuclear Security in an Era of Uncertainty

Nuclear security around the world has improved dramatically over the last three decades—which demonstrates that with focused leadership, major progress is possible. But important weaknesses remain, and the evolution of the threat remains unpredictable. The danger that terrorists could get and use a nuclear bomb, or sabotage a major nuclear facility, or spread dangerous radioactive material in a “dirty bomb,” remains too high. The United States and countries around the world need to join together and provide the leadership and resources needed to put global nuclear security on a sustained path of continuous improvement, in the never-ending search for excellence in performance.

Recycling-Based Reduction of Energy Consumption and Carbon Emission of China's Electric Vehicles: Overview and Policy Analysis

Electric vehicles maintain the fastest development in China and undertake the responsibility of optimizing energy consumption and carbon emission in the transportation field. However, from the entire life cycle point of view, although electric vehicles have a certain degree of energy consumption and carbon emission reduction in the use phase, they cause extra energy consumption and carbon emission in the manufacturing phase, which weakens the due environmental benefits to some extent. The recycling of electric vehicles can effectively address the issue and indirectly reduce the energy consumption and carbon emission in the manufacturing phase. China is setting up the recycling system and strengthening regulation force to achieve proper energy consumption and carbon emission reduction benefits of electric vehicles.

China’s Fissile Material Production and Stockpile

China began producing highly enriched uranium (HEU) and plutonium for nuclear weapons in the 1960s and is believed to have halted production the 1980s. Despite the passage of thirty years there has been no official policy declaration in this regard. This report uses newly available public information from Chinese sources to provide an improved reconstruction of the history of China’s production of HEU and plutonium for nuclear weapons. This allows improved estimates of the amount of HEU and plutonium China has produced and of its current stockpiles.

Energy Technology Innovation Policy in the Backdrop of the U.S.-China Emissions Agreement

The Energy Technology Innovation Policy research group at the Harvard Kennedy School and the Tsinghua School of Public Policy and Management convened a workshop at Tsinghua University in Beijing on June 18–19, 2015 to build on the momentum created by the U.S.-China joint emissions agreement and the upcoming Paris negotiations. The objective of the Workshop was to discuss the current state of affairs in China, in the United States, and in selected other countries as well as academic research on: (1) the funding and allocation of government investments in R&D, with a particular focus in energy; (2) the impact of policy on private sector innovation in energy; and (3) the management of publicly funded R&D organizations.

The Future of Low-Carbon Road Transport: What Role for Second-Generation Biofuels?

The promise, prospects, and public policy trade-offs related to second-generation biofuels in road transport were addressed in an executive session convened at The Henry Ford Museum in Dearborn, Michigan, on April 7 and 8, 2015. The workshop brought together twenty-eight of the world's leading experts from the fields of policy, science, and business for an intensive two-day session. This report is a summary of the main points and issues raised over the two days. It has been reviewed by all the participants. The summary is intended to reflect the breadth of the discussion, rather than to suggest any form of overall consensus among the participants.
