Science, Technology, and Public Policy

This document contains March 2016 updates to our database on U.S. government investments in energy research, development, demonstration, and deployment (ERD3) through the Department of Energy. The database, in Microsoft Excel format, tracks DOE appropriations from FY 1978–2016 and the 2017 budget request and includes funding for ERD3 from the American Recovery and Reinvestment Act of 2009. It also includes several charts.

The Project on Managing the Atom (MTA) at the Harvard Kennedy School of Government seeks Student Associates for the summer of 2016. These internships provide opportunities for undergraduate or graduate students to meet experts in nuclear policy, attend lectures and seminars, and assist MTA project faculty, staff, and fellows with their research. MTA will provide a modest hourly wage or academic credit for the internship.

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

Scientists from three universities demonstrate that buying a product made in China causes significantly higher carbon dioxide emissions than purchasing the same product made elsewhere.

Cambridge, MA – The Belfer Center for Science and International Affairs has named Daniel Schrag, Sturgis Hooper Professor of Geology and Director of the Center for the Environment at Harvard University, to lead its Science, Technology, and Public Policy program. STPP, one of Harvard's most collaborative and cross-disciplinary programs, is renowned world-wide for its cutting-edge research on technology innovation, nuclear non-proliferation and safety, climate science and policy, cybersecurity, and globalization and development.

Cybersecurity: The Intersection of Policy and Technology is a Harvard Kennedy School Executive Education program designed for senior leaders in government, military, and the private sector who are involved in the oversight of technology and creation of policy, as well as legal experts focusing on issues of cybersecurity; no computer science background is required to apply.

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

Led by renowned authors, leading researchers, and distinguished professors, the program examines strategies and measures for aligning technology and innovation trends with development policy objectives. The 2015 session will explore the critical role senior leaders play in the process of economic catchup and focuses on the prospects of technological leapfrogging

The Science, Technology, and Public Policy (STPP) Programis seeking a new colleague to manage, coordinate, and conduct research for a major research project. The project examines a wide range of issues focusing on innovations, climate mitigation, and sustainable energy alternatives in China, the United States, and the European Union.

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.
