The power of Pan-Africanism as a guiding vision for the continent’s development is widely studied, mostly as an aspirational phenomenon. At worst, Pan-Africanism has often been seen as a poor imitation of American federalism or European integration. Both of these perceptions do not reflect the profound nature of the role that the ideology of Pan-Africanism played in shaping the continent’s economic transformation.

"Sustaining African agricultural transformation will require national policy approaches which emphasize the need to transition toward sustainable agriculture. More specifically, they will need to pursue strategies that allow for the integration of precision agriculture in existing farming methods. Such policies could focus on six key elements: biological diversity; ecology and emerging technologies; infrastructure; research and training; entrepreneurship and regional trade; and improved governance of agricultural innovation."

But the top projected civilian applications include infrastructure, agriculture, transport, media and entertaining, insurance, telecommunications and mining. Global Risks of Rejecting Agricultural Biotechnology

"African countries, by virtue of being latecomers, have had the advantage of using second-generation GM seed. African farmers can take advantage of technological leapfrogging to reap high returns from transgenic crops while reducing the use of chemicals. In 2010, Kenya and Tanzania announced plans to start growing GM cotton in view of the anticipated benefits of second-generation GM cotton. The door is now open for the revolutionary adoption of biotechnology that will extend to other crops as technological familiarity and economic benefits spread."

Energy Technology Expert Elicitations for Policy: Workshops, Modeling, and Meta-analysis

Characterizing the future performance of energy technologies can improve the development of energy policies that have net benefits under a broad set of future conditions. In particular, decisions about public investments in research, development, and demonstration (RD&D) that promote technological change can benefit from (1) an explicit consideration of the uncertainty inherent in the innovation process and (2) a systematic evaluation of the tradeoffs in investment allocations across different technologies. To shed light on these questions, over the past five years several groups in the United States and Europe have conducted expert elicitations and modeled the resulting societal benefits. In this paper, the authors discuss the lessons learned from the design and implementation of these initiatives.
