The European Union absorbed millions of Ukrainian war refugees and poured billions of euros into Ukraine's defenses and economic survival. The war permanently reshaped Europe: its demographics, political economy, and energy architecture are shifting in ways that will have irreversible long-term consequences. All of this is because in a very real sense Ukraine already is inextricably woven into the fabric of Europe: Ukraine’s pain is Europe’s pain and Ukraine’s gain will inevitably be Europe's gain, too.

This session sought to build bridges between generations, borders, and disciplines to find the best solutions for a resilient Arctic.

The second Arctic Resilience Forum was hosted entirely online — and successfully so. The Arctic Council interviewed the two main organizers: Jennifer Spence, the Executive Secretary of the Council's Sustainable Development Working Group, and Joel Clement, Senior Fellow at the Harvard Kennedy School's Belfer Center for Science and International Affairs. They spoke about the challenge to move the forum into the virtual realm, the unexpected benefits, and the ambitious next steps for resilience in the Arctic.

Arctic Innovator Koshi Murakoshi proposes the creation of a "Global Arctic Innovation Hub." By bringing communities and scientists together, such a hub would prioritize local needs, but draw on global research.

Rebecca Davis Gibbons writes that having a full appreciation of the consequences of nuclear weapons and their place in society means learning from the stories of the survivors of Hiroshima and Nagasaki—but also from the stories from other survivors of nuclear explosions: those who lived and worked adjacent to testing sites in Algeria, French Polynesia, Australia, the United States, France, the Republic of the Marshall Islands, Western China, and Kazakhstan.

Increased investment into the Arctic over the coming decades is inevitable. To respond to this, the Arctic's present international governance structures can be improved to help steer the region through these impending changes.
